中国非政府组织发展的问题及对策

【摘要】：自20世纪80年代以来,随着社会主义市场经济体制的建立和以政府职能转变为主要内容的政府管理体制改革的深化,我国非政府组织获得快速发展,非政府组织的数量稳步增长。其在推动我国经济发展和政治民主等方面发挥着关键作用。党的十八大重申了社会管理创新作为今后改革的重要方向,强调非政府组织在社会管理中的作用。但与西方国家相比,我国非政府组织的发展还不够充分。揭示非政府组织在现实生活中面临的问题,不断改善非政府组织的内外部环境,才能使其社会功能得到充分发挥。本文在对非政府组织概念进行界定的基础上,对非政府组织的分类、理论基础以及我国非政府组织的发展历程及发展作用进行了阐述,运用文献研究、跨学科研究、归纳总结等方法,对我国非政府组织发展存在的问题及完善的对策进行了较为详尽的探讨和分析。我国非政府组织发展主要存在价值观念、制度环境、自身建设三方面的问题。价值观念主要是政府的控制观念、公众的怀疑观念及非政府组织自身的依赖观念对非政府组织发展的限制。同时法律制度、管理制度和监督制度方面存在的问题也使非政府组织的发展缺乏制度保障。而非政府组织本身在绩效管理、筹款管理、信息公开方面存在的缺陷也是目前制约其进一步发展的重要问题。基于以上问题分析,本文从转变思想观念、完善相关制度、加强组织建设三个方面寻求促进非政府组织发展的对策。
[Abstract]:Since the 1980s, with the establishment of the socialist market economy system and the deepening of the reform of the government management system with the transformation of government functions as the main content, the non-governmental organizations in our country have gained rapid development. The number of NGOs has steadily increased. It plays a key role in promoting China's economic development and political democracy. The 18th National Congress of the Party reaffirmed the innovation of social management as an important direction of future reform and emphasized the role of non-governmental organizations in social management. However, compared with western countries, the development of NGOs in our country is not enough. Only by revealing the problems faced by non-governmental organizations in real life and constantly improving the internal and external environment of non-governmental organizations can their social functions be brought into full play. On the basis of defining the concept of non-governmental organization, this paper expounds the classification, theoretical basis, development course and function of non-governmental organization in our country, and makes use of literature research and interdisciplinary research. By summing up and summing up, the problems existing in the development of non-governmental organizations in China and the perfect countermeasures are discussed and analyzed in detail. There are three problems in the development of NGOs in China: value concept, system environment and self-construction. The value concept is mainly the government's control idea, the public's suspicion idea and the non-governmental organization's own dependence idea to the non-governmental organization's development limit. At the same time, the problems in legal system, management system and supervision system also make the development of NGOs lack institutional protection. The shortcomings of NGOs in performance management, fund-raising management and information disclosure are also the important problems that restrict their further development. Based on the analysis of the above problems, this paper seeks the countermeasures to promote the development of non-governmental organizations from three aspects: changing ideas, perfecting relevant systems and strengthening organization construction.
