统治型向治理型变迁的国家治理模式研究

【摘要】：国家治理是作为政治统治机器的国家,运用政权的力量来配置和运作公共权力,通过对国家事务的有效管理,进而构建国家与社会关系的理想状态,以促进公共利益的最大化。本质在于通过国家属性及职能的发挥,协调和缓解社会冲突与矛盾,以维持特定的秩序,通过合理、高效的手段充分配置国家资源,理性地实现国家良善的管治。在漫长的封建岁月中,中国一直处于君主权力至上的统治型国家治理模式中,新中国诞生后开始了它所独有的"中国特色"国家治理模式——全能型国家治理时期,通过全能型国家治理模式,奠定了中国的国体、政体与国家的稳定,强化了国家对于经济、社会和文化的全方位掌控。伴随1978年改革开放的开始,全能型国家治理模式过渡到经济导向型国家治理模式,经济导向型国家治理模式给中国带来了前所未有的经济腾飞,也带来了新的矛盾与问题:过多地关注经济的发展,在相当程度上忽视了社会的全面发展。进入21世纪后国家治理迈入了治理型模式阶段,这是我国国家治理模式的又一次重大的转型。治理型国家治理模式关注的不只是国民经济的快速发展,而是指向国家和社会的全方位、多层次和更完善的发展。本文主要从国家治理模式的相关概念及理论基础、统治型向治理型变迁过程中我国国家治理存在的四种模式、构建治理型模式的路径和对策等三个方面,对统治型向治理型变迁的国家治理模式进行了深入的研究。
[Abstract]:As a political ruling machine, state governance uses the power of political power to allocate and operate public power, and through the effective management of state affairs, it constructs the ideal state of state and social relations, in order to promote the maximization of public interests. The essence is to coordinate and alleviate the social conflicts and contradictions through the exertion of the national attributes and functions, to maintain the specific order, to allocate the national resources fully through reasonable and efficient means, and to rationally realize the good governance of the country. In the long feudal years, China has been in the ruling state governance mode of sovereign power supremacy. After the birth of New China, it began its unique "Chinese characteristics" national governance model-all-powerful state governance period. Through the all-powerful national governance model, it has laid the foundation of China's national system, political system and national stability, and strengthened the country's overall control over economy, society and culture. With the beginning of reform and opening up in 1978, the all-energy national governance model has been transformed into the economic-oriented national governance model, which has brought unprecedented economic takeoff to China. It also brings new contradictions and problems: paying too much attention to the development of economy and neglecting the all-round development of society to a certain extent. After entering the 21st century, national governance has entered the stage of governance mode, which is another major transformation of national governance model in China. The mode of governance not only focuses on the rapid development of the national economy, but also points to the all-round, multi-level and more perfect development of the country and society. This article mainly from the related concept and the theory foundation of the national governance pattern, four kinds of patterns of our country's national governance in the process of the rule to the governance transition, the path and the countermeasure of constructing the governance pattern, etc. This paper makes a deep study on the governance model of the country that changes from the ruling type to the governing type.
