突发事件中政府信息沟通机制优化研究

【摘要】：随着我国现代化进程的的不断向前发展,中国社会逐渐进入低度不稳定状态。社会突发事件的发生频率日益增加,其影响力和破坏性也与日剧增,这一趋势给我国社会稳定和社会秩序的维持造成巨大的困难与挑战。本文在分析“韦斯特利—麦克莱恩的守门人沟通(传播)模型”的基础上,借鉴这一理论模型表达的信息沟通机制的运行过程,将其运用于分析我国政府突发事件信息沟通的机制运行过程当中。同时,结合“2013年陕西省神木县群体事件”和“2014年上海踩踏事件”等具体事例与相关过程模型对目前我国突发事件信息沟通机制中的问题与现状进行剖析与总结,提出突发事件信息沟通机制的优化方案与改进建议。在优化的措施当中,着重强调“4R理论”、“信息共享理论”和“新媒体理论”等理论的具体运用,以及新媒体工具、信息共享平台等具体措施的实施。在此基础上谋求构建“4R模块”和“新媒体工具-信息共享平台快速沟通机制”实现对突发事件信息沟通机制的优化。在优化突发事件信息沟通机制的过程中达成建立完善、有力、高效率的政府突发事件信息沟通机制的目的。以期在更高层次上提升政府危机决策系统执行能力,提高政府公共危机管理的执行能力,夯实政府公共危机管理的理论基础。
[Abstract]:With the development of China's modernization process, Chinese society has gradually entered a low level of instability. The frequency of social emergencies is increasing day by day, and its influence and destructiveness are also increasing. This trend brings great difficulties and challenges to the social stability and the maintenance of social order in our country. Based on the analysis of Westley McLean's gatekeeper communication (communication) model, this paper draws lessons from the operational process of the information communication mechanism expressed by the theoretical model. It is applied in the process of analyzing the mechanism of information communication between the government and the government. At the same time, this paper analyzes and summarizes the problems and the present situation of the communication mechanism of emergency information in our country by combining the concrete cases of "2013 Shenmu County Mass event" and "2014 Shanghai stampede incident" and related process models. The optimization scheme and improvement suggestions of the communication mechanism of emergency information are put forward. Among the optimization measures, it emphasizes the application of "4R theory", "information sharing theory" and "new media theory", as well as the implementation of new media tools and information sharing platform. On this basis, we seek to construct "4R module" and "new media tool-information sharing platform quick communication mechanism" to realize the optimization of emergency information communication mechanism. In the process of optimizing the communication mechanism of emergency information, the purpose of establishing a perfect, effective and efficient communication mechanism of government emergency information is reached. In order to improve the executive ability of the government crisis decision system on a higher level, improve the executive ability of the government public crisis management, and consolidate the theoretical foundation of the government public crisis management.
