福建省无线电管理部门组织绩效考核体系研究

【摘要】:作为公共部门之一的无线电管理部门,承担着规划无线电频谱资源、监管无线电发射台站、维护空中电波秩序的重要职责,是国家经济发展、社会稳定、科技进步的重要保障,其管理效率的高低和服务质量的好坏直接影响其职能作用的发挥。我国无线电管理部门成立时间较短、组织规模相对较小,其绩效评估体系尚不完善,存在诸多问题。因此,运用绩效管理的理论,对无线电管理部门组织绩效进行科学考核很有必要,不仅能够有效激发组织和个人对工作的投入程度,提高组织激励有效性,还能找出影响组织绩效的弊端,提出修正和改进的措施,最终确保其组织目标的有效实现,提升工作质量。本文从政府绩效考核的角度,在查阅相关文献和总结同类案例的基础上,首先回顾了无线电管理部门的发展历程,剖析无线电管理部门组织绩效考核的现状,找出问题,分析原因;然后根据绩效管理相关理论,通过分析当前无线电管理部门的核心工作职责,围绕管理无线电频谱和卫星轨道资源、管理无线电台站、管理电波秩序、服务经济社会发展、服务国防建设、服务党政机关、保障重点无线电安全这七个方面的组织目标,提炼出无线电管理部门绩效考核的四项重要指标,既频率台站监管效益、行政执法效益、技术管理效益和综合保障能力四项重点工作;最后利用关键绩效指标法对福建省无线电管理部门组织绩效考核体系进行全新设计,采用层次分析法对量化指标权重进行计算,力求使该部门的绩效考核体系更加完善,突出考核目标,量化考核标准,促使考核工作全面、科学、规范,实现考核的最终目的。
[Abstract]:As one of the public departments, the radio management department undertakes the important responsibility of planning the radio spectrum resources, supervising the radio transmission stations, and maintaining the order of the airwaves. It is an important guarantee for the national economic development, social stability, and the progress of science and technology. Its management efficiency and service quality directly affect its function. The establishment time of the radio management department in our country is short, the organization scale is relatively small, its performance evaluation system is not perfect, and there are many problems. Therefore, it is necessary to use the theory of performance management to evaluate the organization performance of the radio management department scientifically, which can not only effectively stimulate the degree of the organization and individual investment in the work, but also improve the effectiveness of the organization incentive. It can also find out the disadvantages that affect the organization's performance, put forward the corrective and improvement measures, and finally ensure the effective realization of the organization's goal and improve the work quality. From the angle of government performance appraisal, on the basis of consulting relevant literature and summarizing similar cases, this paper first reviews the development course of radio management department, analyzes the present situation of organization performance appraisal of radio management department, and finds out the problems. Then, according to the theory of performance management, through analyzing the core work responsibilities of the current radio management department, the management of radio frequency spectrum and satellite orbit resources, the management of radio station, the management of radio wave order, the management of radio station, the management of radio wave order, To serve the seven organizational objectives of economic and social development, national defense construction, party and government organs, and to ensure the security of key radio, four important indicators for the performance appraisal of radio management departments have been refined, that is, the efficiency of the supervision of frequency stations and stations. Administrative law enforcement benefit, technical management benefit and comprehensive support ability are four key tasks. Finally, the key performance index method is used to design the organization performance appraisal system of Fujian radio management department. In order to make the performance appraisal system of the department more perfect, to highlight the evaluation goal, to quantify the evaluation standard, to make the assessment work comprehensive, scientific and standardized, and to realize the ultimate purpose of the evaluation.
