水库移民后期扶持效果评价研究
[Abstract]:Since the founding of New China, the large-scale construction of water conservancy projects, on the one hand, has promoted the development of our economy, on the other hand, the construction of reservoirs needs to consume a large amount of land, resulting in a large number of immigrants. In order to further ensure that migrants can lift themselves out of poverty and improve their quality of life, The State has successively promulgated the regulations on Land expropriation for State Construction, the regulations on compensation for Land requisition and Resettlement of large and Medium-sized Water Conservancy and Hydropower projects, and the opinions on the improvement of policies for supporting the Resettlement of large and Medium-sized reservoirs in the later stage, and other relevant regulations. To some extent, the interests of immigrants are guaranteed. In order to further improve the effect of the later support policy of immigrants, in recent years, China has gradually established the mechanism of post-support monitoring and evaluation, so that the post-support work can be supervised accordingly. As can be seen from monitoring and assessment reports in recent years, most assessment reports can only qualitatively reflect the standard of living of migrants, and do not evaluate the effects of post-migration support, so that they do not fully reflect the living conditions of migrants. The quality of life of immigrants cannot be effectively guaranteed. Therefore, it is necessary to explore a scientific, objective and accurate evaluation system and method, which can comprehensively evaluate the support effect of immigrants. This paper briefly introduces the concept and present situation of reservoir resettlement, the significance of later support purpose, the history of policy and current policies, and the indicators reflected in the later monitoring and evaluation reports. The comprehensive evaluation index system for the support effect of reservoir resettlement in the later period is established, the comprehensive evaluation method of projection pursuit is introduced, and the projection pursuit model based on genetic algorithm is established. The evaluation procedure and evaluation method of the evaluation method are explained in detail by the examples of two counties in Anib County of Henan Province. The evaluation results are basically consistent with the actual situation, and the feasibility of the evaluation method is verified.
