我国公务员工资制度改革研究
[Abstract]:The civil servant's salary is the monetary expression of the value created by the civil servant's labor, and its level affects the development of the civil servant's working ability and the mobilization of enthusiasm and creativity, and the wage system is also one of the indispensable parts of the civil service system. It has a direct impact on the operation of the civil service system. Therefore, all countries attach great importance to the study of civil servants' wages and their related systems. The civil servant wage system in China has evolved from the cadre and personnel system of state organs. After four reforms between 1956 and 2006, it has achieved certain results, but there are many problems in the operation of the civil servant wage system. Especially, there are many problems, which need to be solved through the reform of wage system. On the basis of combing the four reforms of the civil servants' wage system, analyzing the outstanding problems existing in the current civil servants' wage system, and analyzing the characteristics and commonalities of the civil servants' wage systems in the major developed countries and regions in the world, This paper puts forward the basic principles that should be followed in the reform of civil servant's wage system in our country, and finally puts forward some concrete suggestions to perfect the reform of civil servant's wage system. The full text is divided into four parts: the first part, the reform of civil service wage system in China is summarized. First of all, the related concepts of civil servant wage system are expounded; then, based on time clues, the whole reform process of civil servant wage system is systematically combed. Finally, combined with the latest civil service wage system reform measures, This paper analyzes the new trend of civil servant wage system reform in China. The second part, mainly elaborated our country civil servant wage system existence several questions. Based on the analysis of the current situation of the civil servant wage system, the paper analyzes the outstanding problems in the civil servant wage system, including the legal norms of the wage system, wage structure, wage adjustment and so on. The third part mainly introduces the enlightenment of foreign civil servant wage system and its related advanced experience to the reform of civil servant wage system in our country. Through the analysis of the characteristics of civil servants' wage system in the United States, Japan, France, Hong Kong, Macao and other countries and regions, the common characteristics of the foreign civil service wage system are summarized. In order to provide a useful reference for the reform of civil service wage system in China. The fourth part, the author carries on the thought to our country civil servant salary system reform. In view of the outstanding problems existing in the current civil servant wage system in our country, combined with the system experience of foreign countries, this paper puts forward some suggestions for the reform of our country. On the one hand, it expounds the basic principles that should be followed in the reform of civil servants' wages. On the other hand, it puts forward five concrete suggestions for the reform of civil servants' wage system: perfecting the relevant legal system, optimizing the wage structure, Implementing the dynamic adjustment of wage level, perfecting the parallel system of rank and ensuring the transparency and openness of civil servants' wages will provide more theoretical and practical basis for the new round of civil servants' wage reform.
