基于互联网思维的政府领导力研究

【摘要】：政府治理正面临信息社会变革的挑战,新常态下公众参与和社会治理需要互联网思维。在解构互联网思维商业治理成功范式的基础上,互联网思维促进政府治理创新主要体现在组织变革、内容集成、平台整合、全面参与、快速响应、公开透明等方面。基于互联网思维的政府领导力建设主要围绕决策力和影响力的提升方面,从用户思维、平台思维、迭代思维、大数据思维和信息公开、数据开放的视角促进政府及执政主体的领导力和执政力持续改进。
[Abstract]:Government governance is facing the challenge of information society reform. Public participation and social governance need Internet thinking under the new normal. On the basis of deconstructing the successful paradigm of business governance of Internet thinking, the innovation of government governance promoted by Internet thinking is mainly reflected in organizational change, content integration, platform integration, overall participation, rapid response, openness and transparency. The construction of government leadership based on Internet thinking mainly revolves around the promotion of decision-making power and influence, from user thinking, platform thinking, iterative thinking, big data thinking and information publicity. The open data perspective promotes the continuous improvement of the leadership and power of the government and the governing body.
