政府购买公共服务的让渡与承接——基于江西公益创投的实践逻辑

【摘要】：让渡与承接是政府购买公共服务过程中的两个重要机制。政府如何有效让渡公共权力,社会组织如何承接政府转移的职能,关涉公益服务生产效率与公众的满意度。在江西公益创投实践过程中,政府通过制度安排,将服务性权力让渡出来,以竞争方式和指定价格向社会组织购买;社会组织发挥公益创投和专业化的优势将服务传递给有需要的群众。在此过程中,政府与社会组织之间构建了一种全新的伙伴关系。为稳固这一关系,还需强化社会对项目的认可,加大政府财政投入,社会组织内外资源的持续引入,规范政府监督、机构自律、第三方评估以及项目运营的容错、纠错机制。

How the government transfers public power effectively and how social organizations undertake the functions transferred by the government are related to the efficiency of public service production and the satisfaction of the public. In the practice process of Jiangxi public interest venture capital, the government transfers the service power through the system arrangement, and buys from the social organization by the way of competition and the specified price. Social organizations give full play to the advantages of public venture capital and specialization to transfer services to the needy masses. In this process, the government and social organizations to build a new partnership. In order to stabilize this relationship, it is necessary to strengthen the social recognition of the project, increase the government financial input, continuously introduce the resources inside and outside the social organization, standardize government supervision, self-discipline of the organization, third party evaluation, fault-tolerant and error-correcting mechanism of the project operation.
