基于政策工具视角的我国物联网政策文本研究

【摘要】：物联网是继计算机技术、互联网技术之后信息技术的第三次革命,被视为当前世界新一轮经济和科技发展的战略制高点之一,发展物联网产业对于促进我国社会进步和经济发展具有重要的现实意义。2009年物联网被正式列为我国新兴战略性产业之一,政府颁布了一系列物联网相关政策,以推动我国物联网产业的健康发展。本文通过对我国物联网相关政策的全面收集和整理,筛选出具有代表性的政策文本51份。根据罗斯韦尔和泽福德的思想将政策工具分为供给型、环境型和需求型,并结合物联网产业的研发、投资、生产和消费四个阶段,构建政策工具二维分析框架。在此基础上,对收集的政策文本具体条款进行编码,并将其归入二维分析框架进行频数统计分析,总结出近年来我国物联网政策的特点。运用政策文本的内容分析法,剖析我国物联网政策在政策工具维度存在需要改善之处:政策工具类型比例失衡,需求型政策工具严重不足;不同类型的政策工具应用存在过溢、不足或缺失,主要表现在:环境型政策工具中,目标规划类工具过溢,经济激励类工具不足;供给型政策工具中,资金支持类工具不足;需求型政策工具中,外包和贸易管制的运用存在不足。政策工具集中在研发、生产和消费阶段,投资领域不足。针对以上问题,结合我国国情提出了改进物联网政策的建议,主要包括:重视需求型政策工具的应用;适度降低环境型政策工具的使用频率,加强其实施力度;以及加大政策工具在物联网产业投资阶段的应用。
[Abstract]:The Internet of things is the third revolution in information technology after computer technology and Internet technology. It is regarded as one of the strategic commanding heights of the new round of economic and technological development in the world. The development of the Internet of things industry has important practical significance for promoting the social progress and economic development of our country. In 2009, the Internet of things was officially listed as one of the new strategic industries in China, and the government promulgated a series of related policies on the Internet of things. In order to promote the healthy development of the Internet of things industry in China. In this paper, 51 representative policy texts are selected by collecting and sorting out the relevant policies of the Internet of things in China. According to the ideas of Roswell and Zelford, the policy tools are divided into supply type, environment type and demand type, and combined with the four stages of R & D, investment, production and consumption of the Internet of things industry, a two-dimensional analysis framework of policy tools is constructed. On this basis, the specific clauses of the collected policy texts are coded and classified into the two-dimensional analysis framework for frequency statistics analysis, and the characteristics of the Internet of things policy in China in recent years are summarized. By using the content analysis method of policy text, this paper analyzes the problems that need to be improved in the policy tool dimension of the Internet of things policy in China: the imbalance of the policy instrument type, the serious shortage of the demand policy tool, the overflowing of the different types of policy tool application. In the environmental policy tools, the target planning tools are overflowing, the economic incentives tools are insufficient, the supply policy tools are insufficient, the financial support tools are insufficient, and the demand type policy tools are not enough. There are deficiencies in the use of outsourcing and trade controls. Policy tools are focused on R & D, production and consumption, with insufficient investment. Aiming at the above problems, this paper puts forward some suggestions to improve the policy of Internet of things according to the national conditions of our country, including paying attention to the application of demand-oriented policy tools, appropriately reducing the frequency of using environmental policy tools, and strengthening the implementation of them. And increase the application of policy tools in the investment stage of the Internet of things industry.
