“文件治理”:作为基层秩序的规范来源和权威形式

【摘要】：文件治理是威权体制的基本特性,后者是一种动员型体制,即决策和执行以政治动员体系和行政层级体系加以贯彻,以规范性文件(区别于法律法规)贯穿其中,文件在被赋予了国家权力符号意义的同时,构成了基层秩序的规范来源和权威形式。文件治理发挥的功能是党政权力及其遍布于基层社会的代理组织对社会秩序的管制、治理和服务,以覆盖于政治系统与行政系统的规范性文件,并通过社会获得的权力,形成密如织网的秩序经纬和深入社会各个领域的权威形式。
[Abstract]:Document governance is the basic characteristic of authoritarian system, the latter is a kind of mobilization system, that is, policy making and execution are carried out by political mobilization system and administrative hierarchy system, and normative documents (different from laws and regulations) run through them. The document is endowed with the symbolic meaning of the state power, and constitutes the normative source and authoritative form of the grassroots order. The function of document governance is the control, governance and service of the social order by the party and government power and the agency organizations all over the grass-roots society to cover the normative documents of the political system and the administrative system, and the power obtained through the society. Form dense as weaving order warp and weft and deep into the various fields of social authority form.
