翁牛特旗县乡政府间事权配置研究

【摘要】：政府事权,是政府从事社会经济事务的责任和权力,它规定了各级政府承担社会经济事务的性质和范围。中央与地方之间的事权关系是财政分权的基础,政府间事权的划分也是分税制财政体制得以完善的基础条件。处理好中央与地方之间的事权和财权的关系,特别要处理好县和乡级政府的事权关系,对于履行政府的公共服务职能和建设社会主义和谐社会都有重要的意义。由于县乡政府间事权配置的不合理,导致了公共服务供给不足,不利于县乡经济的持续发展,不利于国家各方面事业的全面发展,更不利于构建和谐社会。因此,我们需要对我国县乡政府的事权配置进行研究,以明确界定各级政府之间的事权,特别是县乡政府的事权划分,保证县乡政府的事权在义务教育、公共卫生与基本医疗服务、社会保障等这些基础性的公共服务领域能得到合理的配置。本文主要是从县乡政府间的事权划分的角度为研究对象,从县乡政府间事权划分的现状进行分析,进而发现县乡政府在事权划分方面存在的问题,并找出其中的原因。从调整县乡政府之间的事权和财权分配关系,完善政府间的转移支付力度,优化县乡间的支出结构,改善预算管理,来优化我国县乡政府之间的事权的配置。本文通过对我国县乡政府间事权配置不合理的现状进行分析,然后提出合理化的政策和建议,以调整县乡政府之间的事权关系,不断加大在义务教育、公共卫生、基本医疗服务和社会保障等方面的公共服务投入力度,缩小城乡差距,加快社会主义和谐社会的构建。
[Abstract]:The power of government is the responsibility and power of the government to engage in social and economic affairs. It defines the nature and scope of the social and economic affairs undertaken by all levels of government. The relationship between the central government and the local government is the basis of fiscal decentralization, and the division of the inter-governmental power is also the basic condition for the perfection of the fiscal system of the tax sharing system. It is of great significance to deal with the relationship between the central government and the local government, especially the county and township government, to fulfill the public service function of the government and to build a harmonious socialist society. Because of the unreasonable allocation of power between county and township governments, it leads to insufficient supply of public services, which is not conducive to the sustainable development of the county and township economy, to the overall development of all aspects of the country, and to the construction of a harmonious society. Therefore, we need to study the allocation of the administrative power of the county and township governments in our country, in order to clearly define the administrative powers among the governments at all levels, especially the division of the administrative powers of the county and township governments, so as to ensure that the administrative powers of the county and township governments are in compulsory education. Public health and basic medical services, social security and other basic areas of public services can be reasonably allocated. This article is mainly from the county and township government division angle as the research object, carries on the analysis from the county and township government authority division present situation, then discovers the county and township government in the matter authority division aspect existence question, and finds out the reason. In order to optimize the allocation of administrative power between county and township government, we should adjust the relationship between administrative power and financial power between county and township governments, perfect the transfer payment between governments, optimize the expenditure structure of counties and villages, and improve budget management in order to optimize the allocation of administrative power between county and township governments in our country. This paper analyzes the current situation of irrational allocation of administrative power among county and township governments in China, and then puts forward some rational policies and suggestions to adjust the relationship between county and township governments, so as to continuously increase compulsory education and public health. Basic medical services and social security and other aspects of public service investment efforts to narrow the gap between urban and rural areas and speed up the construction of a harmonious socialist society.
