粤北某镇基层公务员晋升影响因素的实证研究

【摘要】:基层公务员是我国公务员队伍的大多数,晋升是基层公务员队伍最重要的激励因素。目前国内关于公务员晋升的研究主要集中在县处级以上干部,但作为最广大群体的基层公务员的晋升情况却鲜有问津。本文通过对粤北某镇(西坝镇)近五年公务员晋升的案例研究,对影响基层公务员晋升的学历、年龄、工作能力、社交能力、绩效考核成绩、“关系”等因素进行了分析,并以亲身体验、不回避敏感问题的态度,对西坝镇获得晋升的公务员受“关系”影响的情况进行了深入的分析,呈现“关系”这一因素在影响基层公务员晋升中的重要影响。在此基础上,对影响我国基层公务员晋升的深层原因作了初步归纳,并提出将“绩效考核”作为基层公务员晋升唯一重要因素,以竞争上岗、公开选拔为主要晋升方式的优化方案,以推进基层公务员晋升机制更加公平、公正、公开。
[Abstract]:Grass-roots civil servants are the majority of civil servants in our country, and promotion is the most important incentive factor. At present, the research on the promotion of civil servants in China is mainly focused on the cadres at the county level and above, but as the largest group of grass-roots civil servants, there is little interest in the promotion of civil servants. Based on the case study of the promotion of civil servants in a town (Xiba Town) in northern Guangdong in the past five years, this paper analyzes the factors affecting the promotion of grass-roots civil servants, such as education, age, working ability, social ability, performance appraisal results, "relationship" and so on. Based on personal experience and the attitude of not evading sensitive issues, this paper makes an in-depth analysis of the influence of "relationship" on the promotion of civil servants in Xiba Town, and presents the important influence of the "relationship" factor on the promotion of grass-roots civil servants. On this basis, the paper makes a preliminary summary of the deep reasons that affect the promotion of grass-roots civil servants in our country, and puts forward that "performance appraisal" is the only important factor in the promotion of grass-roots civil servants, and the only important factor for the promotion of grass-roots civil servants is to compete for the post. Open selection as the main promotion of the optimization scheme to promote the promotion mechanism of grass-roots civil servants more fair, fair and open.
