处理好政府与市场关系是深化结构性改革的关键

【摘要】：我国正处在转型发展的历史节点,如何处理政府与市场关系决定着供给侧结构性改革的实际进程。深化供给侧结构性改革,就是要完善市场在资源配置中起决定性作用的体制机制。"十三五"时期以经济转型为目标的结构性改革,要重点处理的政府与市场关系领域和方面包括:"三去一降一补",深化国企改革,实现产权保护制度化、法治化,深化农村土地制度改革,监管变革,减少制度成本、深化简政放权。
[Abstract]:China is in the historical node of transformation and development. How to deal with the relationship between government and market determines the actual process of supply-side structural reform. Deepening supply-side structural reform is to perfect the institutional mechanism that markets play a decisive role in the allocation of resources. " The structural reforms aimed at economic transformation during the 13th Five-Year Plan period should focus on the areas and aspects of the relationship between the government and the market, including: "three go, one decline and one supplement," deepen the reform of state-owned enterprises, institutionalize the protection of property rights, and rule by law. Deepen the reform of rural land system, regulatory reform, reduce system costs, and deepen decentralization.
