论合作治理中的政府能力要求及提升路径

【摘要】：合作治理是政府应对复杂社会问题的一种手段,也是各国政府完善公共服务供给,促进公共目标达成的重要途径。合作治理尽管有其独特的优势与功能,但在实施中也会遭遇和面临诸多的难题与挑战。作为一种新治理,合作治理对政府治理能力提出了新要求,要求政府必须具备良好的制度供给能力、达成共识能力、建立信任能力、利益调节能力、风险控制能力以及工具运用能力。在合作治理的架构下,政府只有具备高强的治理能力,才能确保合作治理目的与目标的最终达成。
[Abstract]:Cooperative governance is not only a means for government to deal with complex social problems, but also an important way for governments to improve the supply of public services and promote the achievement of public goals. Although cooperative governance has its unique advantages and functions, it will encounter and face many problems and challenges in its implementation. As a new kind of governance, cooperative governance has put forward new requirements to the government's governance ability, which requires the government to have good institutional supply capacity, the ability to reach consensus, the ability to build trust, and the ability to adjust interests. Ability to control risk and use of tools. Under the framework of cooperative governance, the government can only have strong governance ability to ensure the ultimate achievement of the goal and goal of cooperative governance.
