新疆农村地区哈萨克族政治参与研究

【摘要】：作为现代政治学的一个核心概念,政治参与是现代民主政治的具体体现,是现代民主政治的基础,它能够促进民主政治的发展和进步。公民的政治参与,是民主制度的一个重要维度,一般来说,公民合法、有序的政治参与程度越高,民主化程度越高。对一个合法的政治体系而言,有序的政治参与成为了公民与政府之间的互动之一,有利于增强政府的合法性、有利于实现公民的政治权利。我国是一个多民族的国家,我国少数民族的政治参与也是我国公民政治参与的重要组成部分,是我国公民政治参与的一个重要形式。少数民族地区有效实现少数民族政治参与,有利于国家稳定发展,有利于少数民族群众充分实现其政治权利,并能够充分体现少数民族群众在政治生活中的地位。在新疆的基层政治进程中,公民的政治参与是他们政治生活的主要表现形式,是基层治理和基层民主发展的动态体现,也是在我国政治学领域当中,值得研究的一个视角。本文以新疆农村地区哈萨克族群众的政治参与状况为研究主题,对典型的哈萨克族群众居住的农村进行调研,采取问卷调查方法和访谈法,对新疆农村哈萨克族群众的政治参与状况进行分析,找出存在的问题,阐述存在问题的原因以及提出对策建议。本文绪论部分包括选题背景和研究意义、国内外研究状况、研究思路和方法,研究难点和创新之处。第二部分主要阐述了政治参与概念界定及政治参与相关理论。第三部分,以伊犁地区察布查尔县努拉洪村与乌宗布拉克村、阿勒泰地区切木尔切克镇喀拉塔斯村和红敦镇萨尔喀木斯村的哈萨克族群众作为研究对象,分析了新疆农村地区哈萨克族政治参与现状。第四部分,面对存在的主要问题,进行了存在问题的原因分析。第五部分,通过对问题形成原因的分析,得出新疆农村地区哈萨克族群众政治参与的对策和建议。
[Abstract]:As a core concept of modern politics, political participation is the concrete embodiment of modern democratic politics and the foundation of modern democratic politics. It can promote the development and progress of democratic politics. Citizen's political participation is an important dimension of democratic system. Generally speaking, the higher the degree of citizen's lawful and orderly political participation, the higher the degree of democratization. For a legitimate political system, orderly political participation has become one of the interactions between citizens and the government, which is conducive to strengthening the legitimacy of the government and realizing civil political rights. China is a multi-ethnic country, and the political participation of ethnic minorities is also an important part of our citizens' political participation and an important form of our country's civil political participation. The effective political participation of ethnic minorities in minority areas is conducive to the stable development of the country, to the full realization of their political rights by the minority people, and to the full embodiment of their status in political life. The political participation of citizens is the main manifestation of their political life, the dynamic embodiment of grass-roots governance and the development of democracy at the grass-roots level, and it is also a perspective worth studying in the field of political science in our country. Taking the political participation of Kazakh people in the rural areas of Xinjiang as the research topic, this paper investigates the typical Kazakh people living in rural areas, and adopts the method of questionnaire investigation and interview. This paper analyzes the political participation of the Kazakh people in the rural areas of Xinjiang, finds out the existing problems, expounds the causes of the problems, and puts forward some countermeasures and suggestions. The introduction of this paper includes the background and significance of the topic, the research situation at home and abroad, the research ideas and methods, the research difficulties and innovations. The second part mainly expounds the concept of political participation and political participation related theories. In the third part, the Kazakh people in the villages of Nulahun and Wuzong Burak, Chabuchar County, Yili area, Keratas Village, Chemurcik Town, Altay region, and Salakis Village in Hongdun Town, are taken as the research objects. This paper analyzes the current situation of Kazakh political participation in rural areas of Xinjiang. The fourth part, facing the main problems, has carried on the reason analysis. In the fifth part, through the analysis of the causes of the problem, the countermeasures and suggestions for the political participation of the Kazakh people in the rural areas of Xinjiang are obtained.
