伊春市政府生态责任履行中的问题及对策研究

【摘要】：改革开放后,我国社会经济得到长足发展,但发展的同时,环境问题和生态问题日益凸显。地方政府是生态责任的关键主体,在协调经济发展与保护生态环境过程中具有不可推卸的责任。本文以伊春市政府为研究载体,在借鉴国内外研究以及梳理相关概念及理论基础之上,对政府生态责任的内容进行了界定,在此基础上,分析了伊春市政府生态责任的履行现状,指出伊春市政府在生态责任履行过程中存在的问题,并分析了出现问题产生的原因。最后,在借鉴国外先进经验的基础上,提出了强化伊春市政府生态责任的一系列策略建议和解决对策。
[Abstract]:After the reform and opening up, China's social economy has been greatly developed, but at the same time, environmental and ecological problems have become increasingly prominent. Local government is the key part of ecological responsibility, which has the unshirkable responsibility in the process of coordinating economic development and protecting ecological environment. This article takes Yichun Municipal Government as the research carrier, on the basis of drawing lessons from domestic and foreign research and combing the related concepts and theories, defines the contents of the government's ecological responsibility, and on this basis, This paper analyzes on the present situation of the implementation of ecological responsibility of Yichun municipal government, points out the problems existing in the process of the implementation of ecological responsibility of Yichun municipal government, and analyzes the causes of the problems. Finally, on the basis of drawing lessons from foreign advanced experience, this paper puts forward a series of strategies and countermeasures to strengthen the ecological responsibility of Yichun Municipal Government.
