国家级新区行政审批制度改革比较研究

【摘要】：行政审批制度改革是体制机制创新的重要内容,国家级新区作为创新体制机制的试验田,近年来许多国家级新区在行政审批制度改革方面积极探索创新,取得了一些好的做法。系统梳理和比较分析天津滨海、重庆两江、贵州贵安等国家级新区行政审批制度改革历程和主要做法,得到以下启示:一是充分授权,做实新区开发职能;二是集中审批,提升审批服务效率;三是简化审批事项,优化审批流程;四是加强审批监管,确保权利依法规范运行。西咸新区要借鉴相关经验,全面深化新区行政审批管理体制改革,为新区开发建设创造良好投资发展环境。
[Abstract]:The reform of the administrative examination and approval system is an important part of the innovation of the system and mechanism. As the experimental field of the innovation system, many state-level new districts have actively explored and innovated in the reform of the administrative examination and approval system in recent years, and have obtained some good practices. Systematically combing and comparing the reform process and main practices of the administrative examination and approval system in Tianjin Binhai, Chongqing Liangjiang, Guizhou Guian and other state-level new districts, the following revelations are obtained: first, to give full authority to the development function of the new area; and second, to centralize the examination and approval. Improve the efficiency of examination and approval service; third, simplify the examination and approval items, optimize the examination and approval process; fourth, strengthen the examination and approval supervision, ensure the rights to operate according to law. Xixian New area should draw lessons from relevant experience, deepen the reform of administrative examination and approval management system of the new district in an all-round way, and create a good investment and development environment for the development and construction of the new district.
