怎样补齐乡村慈善文化的“短板”——兼论慈善文化进乡村的意义、挑战与路线图

【摘要】：贯彻落实《慈善法》,大力弘扬慈善文化,必须将六亿多农民这个庞大群体纳入慈善文化传播的范围中来。相较于在城市地区慈善文化的传播,乡村慈善文化建设是一个"短板",慈善文化进乡村是补齐这个"短板"的重要举措,同时具有特殊的价值和意义。慈善文化进乡村面临着农民观念守旧、文化水平较低、收入水平不高、慈善载体较少、慈善人才缺失等诸多挑战。当前,要借《慈善法》的施行、实施脱贫攻坚工程和精准扶贫、精准脱贫等契机,积极推进慈善文化进乡村,包括推动更多的城市慈善进入农村、开展慈善先进典型宣传、发挥村"两委"在慈善文化传播中的主导作用和大学生村官的积极作用、探索建立慈善超市和村级慈善基金会、发挥农民企业家和农民工的带动作用等。
[Abstract]:To carry out the charity law and carry forward the charity culture, we must bring more than 600 million peasants into the scope of the spread of charity culture. Compared with the spread of philanthropic culture in urban areas, the construction of rural charitable culture is a "short board", and the introduction of charity culture into the countryside is an important measure to complement this "short board", which has special value and significance at the same time. Philanthropic culture in rural areas faces many challenges, such as the old-fashioned concept of farmers, low level of education, low income level, less carrier of charity, lack of philanthropic talents, and so on. At present, it is necessary to take advantage of the implementation of the "Charity Law" to carry out anti-poverty projects and precision poverty relief projects, and to actively promote charitable culture into rural areas, including promoting more urban philanthropy into rural areas and launching advanced and typical propaganda for charity. Giving play to the leading role of village "two committees" in the spread of charity culture and the positive role of university students' village officials, exploring the establishment of charitable supermarkets and village charitable foundations, and giving play to the driving role of farmers' entrepreneurs and migrant workers, etc.
