政府危机决策的信息态势感知研究

【摘要】：2000年以后,随着国际的发展,不论是贫穷国家还是战乱国家,不论是发展中国家还是发达国家,公共危机问题在各国愈演愈烈,逐渐的成为各国政府所关心的问题。人们意识到危机决策的重要性以及政府危机决策的信息态势感知所起到的重要支持作用。从中国现今政府危机决策的发展方面来看,对于网络信息安全态势感知和决策理论有较多的研究,但是政府危机决策的信息态势感知研究的发展却相对有很大的滞后性,在危机事件频发的现阶段,对于政府危机决策的信息态势感知研究具有现实的价值意义。本文从支持政府危机决策的角度,对公共危机信息以及政府危机决策进行了分析,对态势感知模型进行了研究。首先阐述研究背景和意义、梳理国内外研究现状、涉及研究思路方法;然后对政府危机决策的相关概念进行阐述,掌握公共危机信息、政府危机决策、态势感知的概念与特点,以及内涵和基本理论,并分析了他们之间的关联;通过态势感知模型的构建,对现有相关技术进行对照分析,为本文的发展提供借鉴与学习的意义,基于对Endsley认知模型的理解,在社会感知“四域”的基础上,提出“六域”要素对政府危机决策的信息态势感知研究进行整体的表述,结合案例应用进行分析。文章的最后本文从技术保障、平台支持保障、人员保障与意识保障的四个方面的保障策略方面进行表述,结合保障策略流程图明晰对保障策略体系的了解和对本文研究领域的进一步发展。
[Abstract]:After 2000, with the development of the world, no matter poor countries or war countries, no matter developing countries or developed countries, the public crisis has become more and more serious in all countries, and gradually become the concern of the governments of all countries. People are aware of the importance of crisis decision and the important role of information situation awareness of government crisis decision. From the perspective of the development of government crisis decision-making in China, there are more researches on network information security situation awareness and decision-making theory, but the development of government crisis decision-making information situation awareness is relatively lagging behind. At the present stage of frequent crisis events, the research on information situation awareness of government crisis decision has practical value significance. From the point of view of supporting the government crisis decision, this paper analyzes the public crisis information and the government crisis decision, and studies the situation perception model. First of all, the research background and significance are expounded, the current research situation at home and abroad is combed, and the research methods are involved. Then, the concepts and characteristics of public crisis information, government crisis decision-making and situational awareness are expounded. Through the construction of situational perception model and comparative analysis of existing related technologies, this paper provides the significance of reference and learning for the development of this paper, based on the understanding of Endsley cognitive model. On the basis of "four domains" of social perception, this paper puts forward the "six domains" element to describe the information situation perception of government crisis decision-making as a whole, and analyzes it with the application of cases. At the end of the article, this paper describes the four aspects of support strategy, including technical support, platform support, personnel security and consciousness support. Combined with the support strategy flow chart to clarify the understanding of the security strategy system and the further development of this research field.
