社会组织参与城市治理机制研究

【摘要】：治理理论已上升为我国治国理政的基本理论,对于全面指导社会管理工作具有重大意义。随着我国经济社会发展水平的不断提高,人民生活需求的多元化特征不断增强,这种多元化特征在城市表现的尤为明显。以治理理念指导社会管理实践,促进社会组织积极参与城市社会治理是有效实现社会转型,推动城市社会管理创新的重要内容之一。与此同时,作为区别于党政组织和企业单位的中间部门,社会组织根植于基层社会,多年来在城市建设和社会事务方面的作用日益凸显,已成为服务城市社会,参与社会治理,促进社会和谐的一支不可忽视的重要力量。但在实践中,社会组织在参与城市社会治理过程中仍存在着诸多的亟待解决问题,如果不能通过稳定系统化的参与机制来回应这些问题,社会组织在城市社会治理中作用的发挥就会受到影响。本研究以治理与善治理论、社会资本理论、资源依赖理论等为理论基础,基于已有相关研究成果,对社会组织参与城市社会治理实践进行反思,在大量调研和数据分析的基础上,总结社会组织参与城市社会治理的效果、存在问题、制约因素,运用因子分析、相关分析、回归分析等定量方法以及文献法、个案分析等定性方法,依次对社会组织参与效果和存在问题、存在问题和制约因素之间的关系进行定量分析,通过设计13组共80条假设,并实现了对部分假设的验证,明确了社会组织参与效果、存在问题与制约因素之间的作用关系。本研究发现并非所有制约因素都会对社会组织参与城市社会治理过程中存在的问题产生均等的影响。来自政府的制约因素对于除社会组织自身问题以外的问题普遍具有相对显著的影响,而社会组织自身存在的问题除了与自身制约因素相关外,政府也有空间可以在其中发挥作用,帮助社会组织克服自身存在问题。此外,社会组织自身的制约因素对政府管理社会组织的作用在本研究中表现得似乎并不明显。公民参与的制约因素,如家庭负担、政府政策引导因素和参与成本的接受度等对于公民参与社会组织的态度和行为均具有普遍影响。13组假设的验证结果为研究勾勒出制约因素、存在问题和参与表现之间的影响关系,为构建社会组织参与机制提供了依据。其以此为路径,结合我国社会文化特点,本研究构建了包括结构设计、权责划分、组织培养、制度保障、监督评估、沟通协商、信息共享、网络维持、利益平衡、关系维护和系统参与等11项机制在内的社会组织参与城市社会治理的机制体系,并从城市社会治理参与主体(即政府、社会组织、公民和企业)和机制落实层次(理念宣导、制度建立、资源保障和操作落实)二维角度出发,提出了全面的社会组织参与城市社会治理的保障措施,以确保各项机制的落实。
[Abstract]:The theory of governance has become the basic theory of governing in our country, which is of great significance for guiding the work of social management in an all-round way. With the development of economy and society in our country, the pluralistic characteristics of people's living needs are becoming more and more important, especially in cities. To guide the practice of social management with the concept of governance and to promote the active participation of social organizations in urban social governance is one of the important contents to effectively realize the social transformation and promote the innovation of urban social management. At the same time, as the middle department, which is different from the party and government organizations and enterprise units, social organizations are rooted in the grass-roots society, and have played an increasingly important role in urban construction and social affairs for many years, and have become the service to the urban society and participate in social governance. To promote social harmony is an important force that can not be ignored. However, in practice, social organizations still have many problems to be solved in the process of participating in urban social governance. If they cannot respond to these problems through a stable and systematic participation mechanism, The role of social organizations in urban social governance will be affected. Based on the theory of governance and good governance, the theory of social capital and the theory of resource dependence, this study reflects on the practice of social organization participating in urban social governance. On the basis of a great deal of investigation and data analysis, this paper summarizes the effects of social organizations participating in urban social governance, existing problems, restricting factors, using quantitative methods such as factor analysis, correlation analysis, regression analysis, and literature method. The qualitative methods, such as case analysis, quantitatively analyze the effects of social organization participation and problems, the relationship between existing problems and constraints, and design 13 groups of 80 hypotheses, and realize the verification of some hypotheses. It clarifies the effect of social organization participation, the relationship between existing problems and restrictive factors. This study finds that not all constraints will have an equal impact on the problems existing in the process of social organization participation in urban social governance. The constraints from the government generally have a relatively significant impact on the problems other than the problems of the social organizations themselves, while the problems existing in the social organizations themselves are related to their own constraints. Governments also have room to play a role in helping social organizations overcome their own problems. In addition, the influence of social organization itself on government management of social organization does not seem to be obvious in this study. The constraints of citizen participation, such as family burden, government policy guidance factor and acceptance of participation cost, all have a general influence on the attitude and behavior of citizen participation in social organization. The relationship between existing problems and participation provides a basis for the construction of social organization participation mechanism. Taking this as the path and combining the social and cultural characteristics of our country, this research has constructed the structure design, the responsibility division, the organization cultivation, the system safeguard, the supervision and evaluation, the communication consultation, the information sharing, the network maintenance, the benefit balance. The mechanism system of social organizations participating in urban social governance, including 11 mechanisms, such as relationship maintenance and systematic participation, and from the levels of government, social organization, citizen and enterprise, and mechanism implementation level (idea propaganda and guidance), the system of participation in urban social governance, such as government, social organization, citizen and enterprise, etc. From the perspective of system establishment, resource guarantee and operation implementation, this paper puts forward the safeguard measures for the participation of social organizations in urban social governance in order to ensure the implementation of various mechanisms.
