中国城市基层社会管理模式创新研究

【摘要】：创新社会管理是党中央在经济转型和社会变革的关键时期做出的重大战略决策。社会管理的重点在基层,难点在基层。基层社会管理所突显出的问题日益增多,深入剖析这些问题的成因并积极探索创新基层社会管理的有效途径,对维护社会稳定、促进社会和谐具有重要意义。本文遵循“提出问题——思考提炼——比较研究——解决问题”的技术路线,充分借鉴了学术界惯用的研究方法,以创新城市基层社会管理为研究对象,梳理了我国基层社会管理的现状及问题,从中分析出创新基层社会管理的必要性和紧迫性。一方面从理论层面对当前中国城市基层社会管理现状及问题进行阐述,另一方面实证分析了北京,深圳,惠州几个代表城市的基层社会管理创新的典型案例,从中思考提炼出当前中国城市基层社会管理创新的发展目标,通过对国内外城市基层社会管理典型模式进行比较分析及经验借鉴,最后从实践层面,以“国家创新”理论及“行政生态”理论为视角,从紧扣时代发展方向、把握城市基层社会管理多样性、坚持以人为本原则、构建管理主体多元化模式、夯实法规制度基础、完善信息网络等多个层面入手提出加强和创新基层社会管理的路径。
[Abstract]:Innovating social management is an important strategic decision made by the CPC Central Committee in the key period of economic transformation and social change. The focus of social management lies in the grass-roots level, and the difficulty lies in the grass-roots level. The problems highlighted by the grass-roots social management are increasing day by day. It is of great significance to analyze the causes of these problems and actively explore the effective ways of innovating the grass-roots social management to maintain social stability and promote social harmony. This paper follows the technical route of "posing questions-thinking refining-comparative research-solving problems", and fully draws lessons from the usual research methods in academic circles, and takes the innovation of urban grass-roots social management as the research object. This paper combs the present situation and problems of grass-roots social management in China, and analyzes the necessity and urgency of innovating grass-roots social management. On the one hand, it expounds the current situation and problems of grass-roots social management in Chinese cities from the theoretical level; on the other hand, it empirically analyzes the typical cases of grass-roots social management innovation in Beijing, Shenzhen and Huizhou. Through comparing and analyzing the typical models of urban grass-roots social management at home and abroad and drawing lessons from the experience, finally, from the practical level, we can find out the development goals of the current urban grass-roots social management innovation in China. From the perspective of the theory of "national innovation" and "administrative ecology", the author holds the diversity of urban grass-roots social management, adheres to the principle of people-oriented, constructs the pluralistic mode of management subject, and compacts the foundation of laws and regulations from the perspective of the theory of "national innovation" and the theory of "administrative ecology". Improve the information network and other aspects to put forward to strengthen and innovate the path of grass-roots social management.
