网络舆情视角下地方政府公信力建设研究

【摘要】：政府公信力是政府存在和发展的前提,地方政府重塑和提升地方政府公信力意义重大。随着互联网的迅速普及和公众民主意识的日益高涨,网络成为现代社会中人们表达思想、情感、观念等的重要平台,在网络中形成的舆情信息对地方政府公信力建设而言,既是一种挑战更是一种机遇。本文以网络舆情为视角,以地方政府公信力建设为研究对象。科学地界定了地方政府公信力和网络舆情的概念,阐释了网络舆情下地方政府公信力建设方面的成效和问题。其次,本文在指标选取方面严格遵循科学性原则、系统性原则、可实施性原则、有效性原则等,从公信力的构成具体分析,运用层次分析法和专家访谈法对各级指标进行权重确定,针对指标设定问题进行问卷调查,计算整理分析数据,最终得出地方政府公信力的具体指数,针对调查结果显示的较弱指标,提出对策:其一,更新理念:地方政府公信力建设的理念塑造。其二,完善机制:地方政府公信力建设的机制保障。其三,强化信息:地方政府公信力建设的技术支撑。其四,规范行为:地方政府公信力建设的行为供给。其五,重塑人格:地方政府公信力建设的人格保证。即提高公务员素质、网络反腐和建立政府失信惩罚机制。
[Abstract]:The credibility of the government is the premise of the existence and development of the government, and it is of great significance for the local government to rebuild and enhance the credibility of the local government. With the rapid popularization of the Internet and the rising democratic consciousness of the public, the Internet has become an important platform for people to express their thoughts, feelings and ideas in modern society. The public opinion information formed in the network is of great importance to the construction of the credibility of local governments. It is both a challenge and an opportunity. This article takes the network public opinion as the angle of view, takes the local government credibility construction as the research object. This paper scientifically defines the concepts of local government credibility and network public opinion, and explains the effects and problems of the local government credibility construction under the network public opinion. Secondly, this article strictly follows the scientific principle, the systematic principle, the implementability principle, the validity principle and so on in the index selection aspect. Using Analytic hierarchy process and expert interview method to determine the weight of indicators at all levels, to set the indicators for a questionnaire survey, the calculation and collation of the analysis of data, the final local government credibility of the specific index, Aiming at the weak index of the survey result, the paper puts forward the countermeasures: first, renew the idea: the idea of the local government credibility construction. Second, perfect the mechanism: the mechanism guarantee of the local government credibility construction. Third, strengthen information: the technical support of local government credibility construction. Fourth, the normative behavior: the behavior supply of the local government credibility construction. Fifth, remoulding personality: the personality guarantee of local government credibility construction. That is to improve the quality of civil servants, network anti-corruption and the establishment of government credit penalty mechanism.
