国家治理现代化探微

【摘要】：今天,中国进入到了高速发展的时期。在政治、经济、文化以及社会的各个方面都取得了巨大成就,社会深层问题日益凸显。政府的传统管制模式难以为继,互联网的普及和中国融入世界全球化进程的加快产生了社会的现代化。社会的现代化带来了人的生活现代化、思维的现代化、生活方式的现代化。在这样的背景下,党提出了“全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化”。“国家治理现代化”的概念的提出,标志着我国的现代化建设开始从物质文明建设、精神文明建设转向制度文明建设,体现了党对改革系统化和深刻化的认识,这是治国理政思想的重大创新;是对中国特色社会主义理论宝库的重要贡献;是对马克思主义国家学说的丰富和发展;标志着我们党对人类社会发展规律、社会主义建设规律和共产党执政规律的认识达到了一个新的高度;标志着中国逐步形成真正成熟的“中国模式”同时,也是我党顺应世界现代化的重大举措。本文以党的十八届三中全会提出的“国家治理现代化”为主线,从政府——社会——公民的不同视角来进一步探索,如何提升我国国家治理能力现代化?对突出问题进行研究。着重研究国家治理现代化是什么?我国为什么要实现国家治理现代化?国家治理体系现代化如何构建?这三个方面作为切入点,全文共分为四章。第一章为绪论,介绍选题的意义和背景及国内的研究现状;第二章,通过如何深刻理解国家治理现代化、怎样实现国家治理现代化、国家治理现代化的最终目标、如何提升国家治理现代化的水平四个方面来阐述国家治理及国家治理现代化;第三章,从国家治理现代化提出的背景、国家治理任务、政权的稳固、两种社会制度相互竞争的格局、党的历史地位、国家治理现代化面临的困境等方面,来论述国家治理现代化的推动力量;第四章,从坚持中国特色社会的治理道路、倡导社会主义核心价值观、推进法制政府和法治社会建设、打造新媒体时代的回应政府等方面,来阐述国家治理现代化体系应该如何构建。本文通过系统的研究得出了实现我国国家治理现代化,永远不能脱离中国特色社会主义制度这个前提,所有的一切改革都必须坚持社会主义制度。实现我国国家治理现代化,在道路方面始终坚持走社会主义道路,不断改革和完善社会主义道路;在思想意识方面坚持社会主义核心价值观的引领;在制度方面,完善法治制度,健全法治政府,推行依法行政,加强法治的制度建设;在当今的网络时代加强政府与社会回应机制建设,增强政府决策机构和广大网民的政治互动和政治参与,建设网络时代政府对广大网民政治参与的积极回应机制。
[Abstract]:Today, China has entered a period of rapid development. Great achievements have been made in politics, economy, culture and society. The traditional mode of government regulation cannot be sustained. The popularization of the Internet and the acceleration of China's integration into the world globalization have resulted in the modernization of society. The modernization of society has brought about the modernization of human life, the modernization of thinking and the modernization of life style. Under this background, the Party put forward that "the overall goal of deepening the reform in an all-round way is to perfect and develop the socialist system with Chinese characteristics and to promote the modernization of the national governance system and governance ability". The introduction of the concept of "modernization of national governance" marks the beginning of the modernization construction of our country from the construction of material civilization and the construction of spiritual civilization to the construction of system civilization, which reflects the Party's understanding of the systematization and deepening of reform. This is a major innovation in the thought of governing the country, an important contribution to the theoretical treasure house of socialism with Chinese characteristics, a enrichment and development of the Marxist theory of the state, and a sign of our party's laws for the development of human society. The understanding of the law of socialist construction and the ruling law of the Communist Party has reached a new height, which marks the gradual formation of a truly mature "Chinese model" in China, and is also a major measure for our Party to conform to the modernization of the world. In this paper, the third Plenary session of the 18th CPC Central Committee put forward the "modernization of national governance" as the main line, from the different perspectives of the government-society-citizens to further explore, how to promote the modernization of our national governance capacity? To carry on the research to the prominent question. What is the emphasis on the modernization of state governance? Why does our country want to realize the modernization of national governance? How to construct the Modernization of National Governance system? These three aspects as the entry point, the full text is divided into four chapters. The first chapter is the introduction, which introduces the significance and background of the topic and the current situation of domestic research.
