城镇化背景下宅基地退出中政府（组织）行为研究

【摘要】：随着城镇化进程的不断加快,“宅基地闲置”、“一户多宅”等宅基地浪费的现象越来越普遍。我国政府提出要积极施行宅基地退出政策。尤其是在十八届三中全会召开以来,浙江、安徽等地纷纷积极进行试点。在此背景下本文对宅基地退出中的政府及村委会一级自治组织的行为进行了研究。在研究过程中,本文在从理论、实践以及政策三方面研究了宅基地退出的必要性,并运用层次分析法以安徽省为例分析了影响宅基地成功退出的重要因素。并以此为基础,从政策制定、社会需求及经济支持三个方面对试点地区中的各级政府行为进行了细致的研究。针对出现的问题及问题出现的原因,提出了相应的政策建议。本文主要分为八个部分。第一部分是绪论。对研究背景、目的、意义和国内外研究进程等进行了介绍。第二部分是相关概念及理论。对本文的理论基础制度变迁理论、政府职能理论和新公共选择理论和相关概念进行了介绍。第三部分是实施宅基地退出的必要性。对在城镇化背景下宅基地退出的必要性进行了研究。第四部分是宅基地成功退出的影响因素。运用层次分析法以安徽省为例分析影响宅基地成功退出的主要因素。第五部分是不同地区宅基地退出中政府(组织)行为研究。对宅基地试点地区安徽省、重庆市和浙江省宅基地退出中政府(组织)行为进行研究。第六部分是政府(组织)存在的问题及原因分析。在宅基地退出实施的过程中,对政府(组织)发挥作用的过程中主要存在的问题及问题出现的原因进行分析。第七部分是政策建议部分。结合政府职能论及实践经验,为城镇化背景下宅基地退出中的政府(组织)行为选择提供政策建议。第八部分结论部分。对本文进行概括总结,并提出不足之处及研究展望。
[Abstract]:With the acceleration of urbanization, the phenomenon of "idle homestead" and "multi-family" is becoming more and more common. Our government proposes to actively implement homestead withdrawal policy. Especially since the third Plenary session of the 18th CPC Central Committee, Zhejiang, Anhui and other places have actively carried out pilot projects. In this context, this paper studies the behavior of government and village committee-level autonomous organizations in the process of homestead withdrawal. In the process of research, this paper studies the necessity of homestead withdrawal from three aspects of theory, practice and policy, and analyzes the important factors that affect the successful exit of Homestead in Anhui Province by means of Analytic hierarchy process (AHP). On this basis, the government behavior of all levels in the pilot area is studied from three aspects: policy making, social demand and economic support. According to the problems and the causes of the problems, the corresponding policy recommendations are put forward. This paper is divided into eight parts. The first part is the introduction. The research background, purpose, significance and research process at home and abroad are introduced. The second part is related concepts and theories. This paper introduces the theory of institutional change, the theory of government function, the theory of new public choice and related concepts. The third part is the necessity of implementing homestead withdrawal. This paper studies the necessity of homestead withdrawal under the background of urbanization. The fourth part is the influencing factors of the successful withdrawal of homestead. Taking Anhui Province as an example, this paper analyzes the main factors that influence the successful exit of the homestead by the Analytic hierarchy process (AHP). The fifth part is the research on the behavior of the government (organization) in different areas. This paper studies the behavior of the Chinese government in Anhui, Chongqing and Zhejiang Province. The sixth part is the government (organization) existence question and the reason analysis. In the process of homestead withdrawal, this paper analyzes the main problems and the causes of the problems in the process of government (organization) playing its role. The seventh part is the policy suggestion part. Combined with government function and practical experience, it provides policy advice for government (organization) behavior choice in the background of urbanization. The conclusion of the eighth part. This article is summarized, and put forward deficiencies and research prospects.
