政府公共服务导向的公务员胜任特征研究

【摘要】:中国加入WTO后,全球范围的经济竞争愈演愈烈,同时全球经济一体化的进程进一步加快。我国政府行政管理的功能目标逐渐由“管理型政府”转变为“服务型政府”,目的是提供越来越多的公共信息及服务。在当今发展形势下,对政府公共服务导向下的公务员的胜任特征情况提出新的要求。目前理论上关于政府公共服务导向下的影响公共服务的因素直接地对公务员胜任特征的要求的研究还很缺乏,而这种理论的缺乏在人们日益重视政府提供的公共服务的今天会阻碍公共服务的发展和提供的公共服务的质量,进而反作用下也会对公务员胜任特征的确定产生偏差。因此,研究分析政府公共服务的现状、找出影响公共服务质量的因素,并据此提出公务员需要怎样的胜任特征,进而构建出政府公务员胜任特征模型,为政府选聘公务员和帮助公务员改善绩效提供依据,为培训公务员提供方向和指引,为晋升和选拔优秀的公务员提供技术支持。这对我国公共服务能力的提高乃至整个国家的综合国力都有重大意义。首先,对公共服务及公务员胜任特征的既有理论进行系统梳理,界定了公共服务及胜任特征的概念,概括公共服务导向影响因素下的公务员胜任特征的密切关系,新的形势下胜任特征要求的变化对公共服务绩效的影响。其次,设计本研究的调查问卷,并对问卷进行项目分析、因子分析、信度分析,为下文实证分析提供可靠的数据及问卷。再次,对文中提出的假设进行了中介效应分析以及结构方程式模式分析,分析公共服务影响因素对公务员胜任特征要求的作用,以及对胜任特征的要求变化对公共服务绩效所起的作用。最后,具体分析胜任特征对公共服务绩效提高的关键作用。
[Abstract]:After China's entry into WTO, the global economic competition becomes more and more intense, and the process of global economic integration accelerates further. The function target of government administration in our country has gradually changed from "management government" to "service-oriented government", in order to provide more and more public information and services. In the present development situation, new requirements are put forward for the civil servants under the guidance of government public service. At present, there is still a lack of theoretical research on the factors influencing public service under the guidance of government public service, which directly require the competence of civil servants. However, the lack of this theory will hinder the development of public service and the quality of public service. Therefore, this paper studies and analyzes the current situation of government public service, finds out the factors that affect the quality of public service, and puts forward the competency characteristics of civil servants, and then constructs the competency model of government civil servants. To provide the basis for the government to select civil servants and help them to improve their performance, to provide direction and guidance for the training of civil servants, and to provide technical support for the promotion and selection of outstanding civil servants. This is of great significance to the improvement of our country's public service capacity and even the overall national strength. First of all, it systematically combs the existing theories of public service and civil servant competency, defines the concept of public service and competency, and generalizes the close relationship of civil servant competency under the influence factors of public service orientation. The impact of the change of competency requirements on public service performance in the new situation. Secondly, the questionnaire is designed, and the questionnaire is analyzed by item analysis, factor analysis and reliability analysis, which provides reliable data and questionnaire for the empirical analysis below. Thirdly, the paper analyzes the mediating effect and the structural equation model of the hypotheses proposed in this paper, and analyzes the effect of public service factors on the civil servants' competency requirements. And the change of competency requirements on the role of public service performance. Finally, the paper analyzes the key role of competency in improving public service performance.
