基于电子政务环境下的内蒙古自治区政务公开问题研究

【摘要】：党的十八届四中全会为开展政务公开工作提出了基本框架：利用信息化手段进一步加强政府信息公开和完善以行政审批为代表的政务服务。为政务公开的深入开展指明了方向。随着大数据时代的到来,实现政务公开的手段呈现出前所未有的多样和便捷,信息化被赋予了更加丰富的内涵。内蒙古作为边疆少数民族地区,经济、社会发展较为落后,政务公开和电子政务起步较晚,无论是认识层次还是技术水平都处于较低的发展阶段。然而,落后的水平却必须应对快速发展的趋势,公民知情权维护意识与日俱增,发达的信息技术手段与电子政务建设薄弱现状对比鲜明,内蒙古政务公开落后的原因究竟是什么?正是基于这样的疑问,笔者从政务公开和电子政务的结合点出发,通过对电子政务环境下内蒙古政务公开现状、存在问题和原因较为深入的分析,探索解决这些问题的对策和建议。本文从政府信息网上发布平台、政民沟通网上互动平台、政务服务网上服务平台等方面深入分析了电子政务环境下内蒙古政务公开的现状,指出了政府信息公开不到位、政务服务功能不健全、地区之间发展不平衡、部门之间业务不融合和政府网站定位不科学等5方面问题,并从思想认识不到位、“数字鸿沟”客观存在、法制不健全、信息资源共享程度不高和人才队伍建设滞后等方面分析了问题存在的原因,进而提出了加强顶层设计、加强法律制度建设、开发利用新技术、加强人才队伍建设等方面的建议和探索网上行政审批、提高在线办事能力的展望。本文由五部分组成,第一部分为引言,包括选题背景、研究意义、国内外研究综述、研究思路与方法等内容；第二部分是关于电子政务与政务公开的理论概述,分析了电子政务和政务公开的概念,特点,寻求二者的契合点,重点讨论网上政务公开；第三部分重点阐述了在电子政务环境下内蒙古政务公开工作的现状；第四部分就存在的问题进行原因分析；第五部分提出在电子政务环境下完善内蒙古政务公开工作的对策和建议。
[Abstract]:The fourth Plenary session of the 18th CPC Central Committee put forward the basic framework for carrying out the work of open government affairs: further strengthening the publicity of government information by means of information and perfecting the government affairs service represented by administrative examination and approval. For the opening of the in-depth development of government pointed out the direction. With the arrival of big data era, the means of realizing government affairs openness have presented unprecedented diversity and convenience, and informatization has been endowed with more abundant connotation. As a frontier minority area, Inner Mongolia is backward in economic and social development, the opening of government affairs and e-government started late, both the level of cognition and the level of technology are in a lower stage of development. However, the backward level must cope with the trend of rapid development, the awareness of the citizen's right to know is growing day by day, the developed information technology means and the weak status quo of the construction of e-government are in sharp contrast. What is the reason for the backwardness of Inner Mongolia's open government affairs? It is based on this doubt, the author from the combination of government and e-government, through the E-government environment in Inner Mongolia government openness status quo, problems and reasons are relatively in-depth analysis. Explore the countermeasures and suggestions to solve these problems. This paper analyzes the present situation of Inner Mongolia government affairs openness in E-government environment from the aspects of government information network publishing platform, government and people communication network interactive platform, government service online service platform and so on, and points out that the government information disclosure is not in place. The functions of government service are not perfect, the development of regions is not balanced, the business between departments is not integrated and the positioning of government websites is not scientific, and so on, and from the ideological awareness is not in place, the "digital divide" exists objectively, the legal system is not perfect, and so on. This paper analyzes the causes of the problems in the aspects of the low level of information resources sharing and the lagged construction of the talent team, and puts forward some suggestions for strengthening the top-level design, strengthening the construction of the legal system, and developing and utilizing new technologies. Strengthen the construction of talent team and explore the online administrative examination and approval, improve the ability of online work prospects. This paper is composed of five parts, the first part is the introduction, including the background of the topic, research significance, domestic and foreign research review, research ideas and methods. This paper analyzes on the concept and characteristics of E-government and the openness of government affairs, seeks for their joint points, and focuses on discussing the openness of online government affairs, the third part mainly expounds the present situation of the public work of government affairs in Inner Mongolia under the environment of e-government. The fourth part analyzes the causes of the existing problems, and the fifth part puts forward the countermeasures and suggestions to improve the openness of Inner Mongolia government affairs under the environment of E-government.
