无锡电子政务外网项目质量管理研究

【摘要】:在全球互联网快速发展的今天,政府部门需运用现代信息网络与现代数字技术打造电子政务外网,将管理、服务职能通过网络提供。无锡电子政务外网建设项目覆盖面广、投入高、影响巨大,直接关系到政府的服务职能,必须对项目整体进行宏观掌控,充分做好前瞻性考虑,严肃保证项目质量。但通信工程领域的项目没有可以科学度量分析的指标,也就没有办法充分发挥精益六西格玛的科学分析优势,而全面质量管理却过分强调计划、执行、检查及行动的阶梯上升,关注每一个过程对下一个过程的促进。关注的焦点不同,导致采用单一方法很难全面掌控复杂项目的整体质量。本文详细分析了无锡电子政务外网项目各阶段质量管理的关键点。在项目启动阶段,主要是质量管理组织架构的确立。在项目设计阶段,需要关注网络安全问题和方案先进性问题。在项目实施阶段,影响项目质量的主要问题是施工质量、施工环境和施工进度问题。在项目验收和后期保障阶段,主要是文档的交接和资源数据的管理问题。针对项目各阶段的问题,在总结经验的基础上,结合项目实际情况,综合应用几种项目质量管理方法,成功实现项目整体质量控制。在项目全局控制上采用全面质量管理,对项目的启动、设计、实施及验收进行控制。在项目启动阶段,建立矩阵式精益六西格玛管理体系,确定公司质量管理架构。在项目设计阶段,确保设计方案的网络安全性和先进性。在项目实施阶段,对可以科学统计分析的部分采用精益六西格玛原理进行精益提高,达到更好的施工水平;对于施工环境及物料管理采用“6S”管理方法,提高材料利用率,提升客户及员工满意度。在项目验收和后期保障阶段,建立科学的验收流程,确保交付文档及资源的完整性和系统管理。项目的成功实施,验证了综合项目管理的可行性,提高了复杂项目质量管理能力,为今后复杂项目管理方案制定提供参考。
[Abstract]:With the rapid development of the global Internet, government departments need to use modern information network and modern digital technology to build the E-government external network, which will provide management and service functions through the network. The construction project of Wuxi E-government Extranet has wide coverage, high investment and huge influence, which is directly related to the service function of the government. It is necessary to control the whole project macroscopically, make full forward-looking consideration, and ensure the quality of the project seriously. But without indicators that can be scientifically measured and analyzed in the field of communications engineering, there is no way to give full play to Lean six Sigma's advantage in scientific analysis, while TQM places too much emphasis on the ladder of planning, execution, inspection and action. Focus on how each process contributes to the next process. Different focus makes it difficult to control the overall quality of complex projects in a single way. This paper analyzes the key points of quality management in each stage of Wuxi E-government Extranet project in detail. In the start-up phase of the project, it is the establishment of the quality management organization structure. In the stage of project design, attention should be paid to the network security and the advanced nature of the project. In the stage of project implementation, the main problems affecting project quality are construction quality, construction environment and construction schedule. In the stage of project acceptance and post-guarantee, it is mainly about the transfer of documents and the management of resource data. In view of the problems in each stage of the project, on the basis of summing up the experience and combining with the actual situation of the project, several methods of project quality management are synthetically applied to realize the overall quality control of the project successfully. TQM is used in the overall control of the project, and control the startup, design, implementation and acceptance of the project. Establish matrix Lean six Sigma management system and determine the quality management framework in the project start-up phase. In the project design phase, ensure the network security and advancement of the design scheme. In the stage of project implementation, lean six Sigma principle is used to improve the quality of the project, and the construction environment and material management are improved by "6S" method to improve the utilization ratio of materials. Improve customer and employee satisfaction. Establish a scientific acceptance process to ensure the integrity and system management of delivery documents and resources in the project acceptance and post-support phases. The successful implementation of the project verifies the feasibility of the integrated project management, improves the quality management ability of the complex project, and provides a reference for the formulation of the complex project management scheme in the future.
