孝感市城区社区志愿者服务发展问题研究

【摘要】：党的十八大召开之后,提出了构建社会主义核心价值观体系的宏伟目标,对公益活动提出了更高的要求。实践证明,社区志愿服务在满足人民文化生活需求、促进和谐人际关系建立、倡导良好社会风尚方面发挥了积极作用。与国外发达国家相比,我国社区志愿服务的参与人数比例、服务内容、管理机制、服务效果等方面都存在着明显的差距。十八届三中全会提出了推进国家治理体系和治理能力现代化的目标,志愿服务正是推进国家治理体系和治理能力现代化的重要内容,对于培育和践行社会主义核心价值观承担着重要作用,并对促进社会正能量的传播、推动社会文明建设提供着强有力的保障。新的形势下,探索社区志愿服务工作的新形势,丰富志愿服务内容,提升志愿服务水平,显得尤为重要和迫切。本文以孝感市城区志愿者服务为切入点,旨在探究出一种普遍适用城市社区发展的志愿者服务模式,以此来促进政府对公益组织的管理以及提升志愿者服务的效果。文章首先介绍了社区志愿者服务的研究背景、意义和国内外研究现状,同时对志愿者服务的相关概念和特征进行了厘清,试图明细本文的研究方向。紧接着对孝感市城区志愿者服务的发展现状进行了概述。总体来看,该市城区社区志愿者服务体现出了较为强大的社区服务功能,大多数志愿者也具有奉献精神,但在人员构成方面却体现出了二元化特征,青年人和老年人成为了志愿者服务的主体,为社区志愿者活动的长效开展产生了不良影响。此外,由于监督机制和激励机制的缺乏,志愿者参加志愿服务表现出了很大的随意性。而后,本文以实际调查为依托,对部分志愿者进行了问卷调查,并与当地志愿者服务管理机构取得联系,获取了相关的资料和数据。汇总并分析调查数据和数据资料得出,该市城区社区志愿者服务存在志愿者资源不足、注册率低、志愿者队伍稳定性不高、志愿者服务技能低下、志愿者服务资金匮乏等诸多问题。为了使该市社区志愿者服务走出发展困境,以及为其它城区社区志愿者服务提供对策参考,针对本市城区志愿者服务存在的问题,提出了六个方面的对策建议,即:弘扬志愿服务精神,提高实名登记注册率;拓宽招募渠道,壮大志愿者队伍;加强专业培训力度,提高志愿服务技能水平;完善激励保障机制,推动志愿服务可持续发展;加大宣传力度,打造志愿服务文化;整合社会资源,形成社区志愿服务工作合力。最后,本文依据公共治理理论,从社会、地方政府、社区及志愿者组织三个层次出发,对提升城市社区志愿者服务的水平作了分别阐述。
[Abstract]:After the 18th National Congress of the Party, it put forward the grand goal of constructing the socialist core value system, and put forward higher request to the public welfare activities. Practice has proved that community voluntary service plays an active role in satisfying the needs of people's cultural life, promoting the establishment of harmonious interpersonal relations and advocating good social customs. Compared with the developed countries, there are obvious gaps in the participation ratio, service content, management mechanism and service effect of community voluntary service in our country. The third Plenary session of the 18th CPC Central Committee put forward the goal of promoting the modernization of the state governance system and governance capacity. Voluntary service is an important part of promoting the modernization of the state governance system and governance capacity. It plays an important role in cultivating and practicing the socialist core values, and provides a strong guarantee for promoting the spread of positive social energy and promoting the construction of social civilization. Under the new situation, it is particularly important and urgent to explore the new situation of community voluntary service, to enrich the content of voluntary service and to improve the level of voluntary service. This text regards the volunteer service of Xiaogan city as the breakthrough point, aims to explore a kind of volunteer service mode which is suitable for the development of the city community, so as to promote the government to manage the public welfare organization and to improve the effect of volunteer service. Firstly, this paper introduces the research background, significance and current research situation of community volunteer service. At the same time, it clarifies the related concepts and characteristics of community volunteer service, and tries to clarify the research direction of this paper. Then the development of urban volunteer service in Xiaogan City was summarized. In general, the community volunteer service in the urban area of the city reflects a relatively strong community service function, most of the volunteers also have dedication, but in terms of the composition of the personnel, it reflects the dual characteristics. Young people and the elderly have become the main body of volunteer service, which has a negative impact on the long-term development of community volunteer activities. In addition, because of the lack of supervision mechanism and incentive mechanism, volunteers' participation in voluntary service shows great arbitrariness. Then, based on the actual investigation, this paper carries out a questionnaire survey to some volunteers, and gets contact with the local volunteer service management agencies to obtain the relevant information and data. Collecting and analyzing the survey data and data, we can find that the community volunteer service in the city has insufficient volunteer resources, low registration rate, unstable volunteer team and low volunteer service skills. Volunteer service fund shortage and so on many problems. In order to make the community volunteer service in the city get out of the difficult position of development, and to provide the countermeasure reference for the community volunteer service in other urban areas, this paper puts forward six countermeasures and suggestions in view of the problems existing in the volunteer service in this city area. Namely: carry forward the spirit of voluntary service, improve the registration rate of real name; broaden the recruitment channels, strengthen the volunteer team; strengthen professional training, improve the level of volunteer service skills; improve incentive and security mechanism, promote the sustainable development of voluntary service; Strengthen propaganda, create voluntary service culture, integrate social resources, form community voluntary service work together. Finally, according to the theory of public governance, this paper elaborates on how to improve the level of community volunteer service from three levels: society, local government, community and volunteer organization.
