福利视角争论与福利制度改革路径探索

【摘要】：20世纪末西方国家的福利改革中,各福利视角基于"机会"和"责任"形成了差异化的理论体系,并对福利政策产生了重要影响。借鉴西方的福利理论与政策,我国的社会保障要兼顾"机会"和"责任",平衡"公平"和"依赖",就必须坚持需要原则和贡献原则相结合的方向。具体到养老保障领域,需要致力于兼具公平性和可行性的制度设计,通过需要原则指导下的基本养老保障制度和贡献原则指导下的补充养老保障制度的有机结合,提高城乡居民福利水平,解决各群体间养老待遇差距过大的问题,同时将政府的财政负担控制在可接受的范围内,为社会保障制度建构提供新的设想和可能。
[Abstract]:In the welfare reform in western countries at the end of the 20th century, the perspective of welfare formed a differentiated theoretical system based on "opportunity" and "responsibility", and had an important impact on welfare policy. Drawing lessons from western welfare theories and policies, in order to balance "opportunity" and "responsibility" and balance "fairness" and "dependence" in China's social security, we must adhere to the direction of combining the principle of need with the principle of contribution. Specifically in the field of old-age security, we need to focus on both fairness and feasibility of the system design, through the basic old-age security system under the guidance of the need principle and the complementary pension security system under the guidance of the principle of contribution. To improve the welfare level of urban and rural residents, to solve the problem of the gap between the pension treatment between different groups, and to control the financial burden of the government within an acceptable range, to provide new ideas and possibilities for the construction of social security system.
