基于府际关系视角的对口支援政策研究

【摘要】：我国的东西部地区之间的社会和经济发展水平存在着较为明显的差距。而且,随着发展的深入,这种差距逐步拉大。因此,国家出台了一系列相应的政策和措施,正是基于这个背景对口支援政策应运而生。对口支援政策从提出之日起,便被赋予了许多的期望。在实践中,它有效的促进了东西部地区的经济、文化、科技等各方面的交流,实现了资金、物资、人才、技术等多方面的转移,加强了发达地区和落后地区之间的互惠合作,同时对加快落后地区发展进步和缩小地区间的差异做出了巨大的贡献。尤其在支援西藏、新疆、青海等地区和针对灾区等的对口支援方面,取得了丰富的经验,成绩斐然。然而,事物都有其两面性,对口支援工作也不可避免的面临着一些问题,也需要进一步的完善与充实。这些问题都需要我们去探讨,更需要找到产生问题的原因,提供解决问题的具体方案。本文对该项政策的探讨主要基于府际关系的角度进行分析,正文分为四大部分,第一部分着重介绍对口支援政策的发展演进,以及对对口支援政策的定位和价值目标分析；第二部分介绍对口支援政策实施现状和成效分析；第三部分分析影响政策实施效果的因素,既包括中央层面,也包括地方政府层面；第四部分着重探究完善对口支援政策实施的途径。
[Abstract]:There is an obvious gap between the level of social and economic development in the eastern and western regions of China. Moreover, as the development deepens, this kind of disparity expands gradually. Therefore, the state has issued a series of corresponding policies and measures, it is based on this background corresponding support policy came into being. Since its inception, the counterpart support policy has been endowed with many expectations. In practice, it has effectively promoted the economic, cultural, scientific and technological exchanges between the eastern and western regions, realized the transfer of funds, materials, talents and technology, and strengthened the mutually beneficial cooperation between developed and backward regions. At the same time, it has made great contribution to accelerating the development and progress of backward areas and narrowing the differences between regions. Especially in supporting Tibet, Xinjiang, Qinghai and other regions, and targeted at the disaster areas of counterpart support, has gained rich experience and achievements. However, everything has its two sides, counterpart support also inevitably faces some problems, but also needs further improvement and enrichment. These problems need us to explore, but also need to find the cause of the problem, and provide specific solutions to the problem. This paper mainly analyzes the policy based on the perspective of inter-governmental relations. The text is divided into four parts. The first part focuses on the development and evolution of the counterpart support policy, as well as the orientation and value objectives of the counterpart support policy. The second part introduces the status quo and effectiveness analysis of the implementation of counterpart support policy, the third part analyzes the factors that affect the effect of policy implementation, including the central level as well as the local government level. The fourth part focuses on exploring the ways to improve the implementation of counterpart support policy.
