我国网络舆情的政府监管研究

【摘要】：随着科学技术的发展和网民人数的激增,网络已成为公开透明的利益表达和利益博弈场所,成为各种突发事件和热门话题及其重要的信息集散地,成为反映社会舆情的主要载体之一。网络舆情是网民流露出的态度,是体现在各类文字、声音、符号中的集体情绪,不仅深刻地改变着传媒生态,而且深刻地影响着国家的治理方式。以互联网为依托的网络舆情,是党和政府执政兴国需要重视的方面之一。近年来,我国网络舆情事件频发,引起了公众的极大关注,大量惊讶、愤怒、无奈、自嘲、谩骂甚至带有政治意蕴的言论出现在网络论坛与网络社交之中,形成富有特色的网络舆情事件。公众的偏见、媒体专业知识的缺乏以及网络的开放性、宽泛性、自由性等为失实、虚假信息甚至是谣传信息的传播提供了温床。而政府应对网络舆情速度迟缓、网络舆情监测技术落后、网络舆情预警难度大、网络管理法律法规不完善、网络舆情应对处理机制不健全、网络舆情的监督惩治机制不健全等主客观因素的存在,极易造成舆情的爆发,引起公众的恐慌,严重危害社会稳定。政府监管网络舆情有其客观必要性,需要进一步认识网络舆情的发展背景,深刻理解网络舆情监管的意义,掌握网络舆情的内涵、特点及形成与发展,运用网络传播理论、互联网治理理论、政府监管理论,分析政府监管网络舆情的逻辑起点、价值目标、现实意义,从我国网络舆情的现状出发,总结政府网络舆情监管存在的问题,在分析其原因的基础上,参考借鉴新加坡、美国、英国的先进经验做法,从完善我国政府监管网络舆情的原则、加强政府对网络舆情的正确引导、建立网络信息预警机制、建立健全网络信息沟通机制、夯实网络舆情监管的保障制度等方面提出完善政府网络舆情监管的对策建议。

The existence of subjective and objective factors such as imperfect supervision and punishment mechanism of network public opinion can easily cause the outbreak of public opinion cause public panic and seriously endanger social stability. Government supervision of network public opinion has its objective necessity. It is necessary to further understand the development background of network public opinion, deeply understand the significance of network public opinion supervision, grasp the connotation, characteristics, formation and development of network public opinion, and apply the theory of network communication. Internet governance theory, government supervision theory, analyzing the logical starting point, value goal, realistic significance of government supervision network public opinion, from the current situation of our country network public opinion, summarize the problems existing in the government network public opinion supervision. On the basis of analyzing the reasons, referring to the advanced experiences and practices of Singapore, the United States and the United Kingdom, from the principles of perfecting our government's supervision of network public opinion, strengthening the government's correct guidance to network public opinion, and establishing a network information warning mechanism, Establishing and perfecting the communication mechanism of network information, tamping the safeguard system of supervision of network public opinion and so on, putting forward the countermeasures and suggestions to perfect the supervision of government network public opinion.
