中国公务员薪酬制度公平性研究
[Abstract]:As an important public policy in the field of social distribution, the fairness of the distribution of benefits of civil servants has been concerned by scholars and politicians all over the world, and has a high theoretical value and practical significance. From the microcosmic point of view, the salary has the function of guarantee, attraction and encouragement, and the civil service pay equity is beneficial to the improvement of the administrative ability and efficiency of the government. From the macro point of view, the civil servant salary system is the vane of the national income distribution reform, and its fairness relates to the distribution pattern of the whole society and plays a leading and exemplary role in other distribution fields. For this reason, the Chinese government has carried out several reforms and tried a lot of efforts, but the fairness of the civil service pay system is still very controversial, which brings a great challenge to the credibility of the government. This paper gets rid of the limitation that only pays attention to the result fairness in the previous research, uses the fair theory, takes the policy process as the angle of view, intends to make a comprehensive judgment on the fairness of the civil servant pay system from the whole process of the civil service pay system formulation, the content implementation and the result of the execution. Through the comparative study and the combination of theory and case analysis, this paper finally puts forward some suggestions for the reform of civil service pay system, such as transferring the power of determining and adjusting the civil service pay system to the people's Congress, and establishing an effective hearing system. Enhancing the openness and transparency of the system; Construct salary survey, compare and adjust mechanism, optimize salary structure, strengthen performance appraisal, promote result fairness; Improve the evaluation of civil service pay system, diversify the evaluation body, select the appropriate evaluation methods and methods, and establish an effective evaluation system. Specifically divided into five parts: the first part is a comprehensive overview of the civil service pay system, and clarify the relevant concepts, for the follow-up discussion to make a full foreshadowing. The second part is the historical analysis and international comparison of China's civil service pay system, that is, from the vertical and horizontal dimensions of the civil service pay system for further investigation, in order to sum up the historical disadvantages, absorb the advanced experience of foreign countries. The third part is to use the fair theory and the policy process model to carry on the theoretical analysis to the civil servant salary system, mainly includes the civil servant pay system formulation process fairness analysis, the system content fairness analysis and the execution result fairness analysis. The fourth part adopts the method of questionnaire, taking Gagdaci district as an example to carry on the empirical research, in order to understand the civil service pay system in the concrete formulation, the implementation process civil servant fair feeling, and on this basis carries on the thorough reason analysis. The fifth part of the civil service pay system fairness theoretical analysis and empirical investigation response to the problems, combined with the national conditions and successful experience of foreign countries to put forward the corresponding suggestions for optimization and improvement.
