政府网站信息风险分析与应对策略研究

【摘要】：随着政府体制改革的逐步深入和政府信息化建设的飞速发展,我国政府管理电子化建设也取得了显著的进步和成就。但伴随而来的是政府机构的显著信息安全问题,如网络黑客的入侵、间谍的信息窃密、网络病毒扩散、网络恐怖组织的破坏、工作人员的违反操作流程以及互联网信息系统的脆弱和瘫痪等。从信息安全部门安全测试结果来看,我国90%以上的政府网站存在不同程度的安全隐患。近年来中国由于自身信息和网络系统的脆弱性,遭受来自境外的各种网络攻击日益突出,给中国带来巨大损失。在这方面,中国已经成为世界上的主要受害国之一。我国政府对网络的依赖度与日俱增,如果处理不当将会对我国政府信息安全造成严重危害。特别是在重大活动及敏感节点期间,政府网站被恶意攻击破坏事件层出不穷,给我国政府部门正常工作带来极大干扰。同时,政府网站业务系统受到攻击后,我政府部分重要信息面临泄露的危险,直接威胁国家安全。因此,对当前我国政府网站的安全现状提出更高要求,维护我国政府信息安全刻不容缓。本文首先从绪论出发,分析了政府机关信息安全以及基于政府机关信息应用的风险。紧接着对我国政府网络安全面临的严峻形势进行了评估。文章最后探讨了政府部门应对网站信息安全问题的具体策略。
[Abstract]:With the gradual deepening of the government system reform and the rapid development of the government information construction, our government electronic management construction has also made remarkable progress and achievements. But it is accompanied by significant information security problems of government agencies, such as the invasion of network hackers, the theft of information from spies, the spread of network viruses, and the destruction of terrorist organizations on the Internet. Staff's violation of operating procedures and the fragility and paralysis of Internet information systems. According to the security test results of information security department, over 90% of the government websites in our country have different degrees of security risks. In recent years, due to the vulnerability of its own information and network system, China has been increasingly exposed to various network attacks from abroad, which has brought huge losses to China. In this regard, China has become one of the world's major victims. Our government relies on the network day by day, if handled improperly, will cause the serious harm to our country government information security. Especially in the period of major activities and sensitive nodes, malicious attacks and destruction of government websites emerge in endlessly, which brings great interference to the normal work of government departments in our country. At the same time, after the government website business system is attacked, some important information of our government is in danger of leaking, which directly threatens the national security. Therefore, it is urgent to maintain the government information security by putting forward higher requirements on the current security situation of government websites in our country. This paper first analyzes the information security of government organs and the risk of information application based on the introduction. Then it evaluates the severe situation that our government network security faces. Finally, the article discusses the specific strategies of government departments to deal with website information security.
