地方政府绩效评估的系统反思与未来进路

【摘要】：目前我国地方政府绩效评估虽然说理论热度不减,实践热情未降,但实施效果却并不尽如人意。实践模式多而不特、通用框架有而难用,使理论界与实践界相互隔膜且彼此不认同。理论界评价实践界创造的各式各样模式重复雷同;实践界认为理论界设计的通用框架现实中好看难用。出现这种状况的主要原因是没有一个宏观层面的顶层设计能让理论界与实践界整合起来,联手协作、优势互补,从而实现双赢共胜。地方政府绩效评估的未来进路应是实现理论与实践的整合,即:正视并处理好地方政府绩效评估中的五大理论关系;修订并颁布全国性通用指引;挖掘并找准本地差异化因素。
[Abstract]:At present, the performance evaluation of local government in our country is not satisfactory, although the theoretical and practical enthusiasm is not reduced. There are many practical models but not special ones, and the general framework is difficult to be used, which separates and disagrees with each other in theory and practice. All kinds of patterns created by the theoretical circle of evaluation and practice are repeated, and the practical circle thinks that the general framework designed by the theoretical circle is difficult to use in reality. The main reason for this is that there is no top-level design at the macro level, which can make the theorists and the practitioners integrate, cooperate with each other and complement each other in order to achieve a win-win situation. The future path of local government performance evaluation should be to realize the integration of theory and practice, that is, to face and deal with the five theoretical relationships in local government performance evaluation; to revise and promulgate the national general guidelines; to excavate and find out the local differentiation factors.
