地方政务微博服务绩效测评研究

【摘要】：随着互联网的不断普及,社交网络的迅速发展,政务微博作为一种新型社交网络平台快速发展。政务微博作为社交媒体工具,能够利用微博平台发布政府文件,公布公共事件处理进程,公开党政机构公务人员日常工作,能够使得社会组织机构和广大公民随时随地的了解党政机构和公务人员工作情况,对提升政府公共服务水平和服务质量具有重要意义。根据文章的研究背景和研究意义,对国内外研究现状进行梳理并进行了简要的述评。从而确定文章的研究内容和研究方法,明晰文章的研究框架。首先,在阐述地方政务微博服务相关理论的基础上,分析了地方政务微博服务的内容,明确地方政务微博服务的对象,并进一步探索了地方政务微博服务的影响因素。其次,文章提出了地方政务微博服务绩效测评指标体系设计的基本原则,构建了地方政务微博服务绩效测评指标体系,并且设计了地方政务微博服务绩效测评模型。再次,根据地方政务微博的相关研究背景,选取了湖南省地方政务微博作为研究样本,通过问卷调查的方式进行数据收集,对所构建的地方政务微博服务绩效测评模型进行了验证,并且分析了地方政务微博服务绩效评价结果。最后,文章结合地方政务微博服务的发展情况,依据本文对地方政府微博服务绩效的实证测量,从提高服务对象参与的积极性,夯实地方政务微博服务内容,地引导地方政务微博服务影响因素,增强地方政务微博服务能力四个方面提出了地方政务微博服务水平提升和优化的基本策略。
[Abstract]:With the popularity of the Internet and the rapid development of social networks, government affairs Weibo as a new social network platform has developed rapidly. Government affairs Weibo, as a social media tool, can publish government documents, announce the process of handling public affairs, and make public the daily work of the public servants of the party and government organs by using Weibo platform. It is of great significance to make social organizations and citizens understand the working situation of party and government organs and public servants at any time and anywhere, and to improve the level and quality of government public service. According to the research background and significance, this paper reviews the current research situation at home and abroad. In order to determine the research content and research methods, clear the research framework of the article. First of all, on the basis of expounding the relevant theories of local government Weibo service, this paper analyzes the content of local government Weibo service, clarifies the object of local government Weibo service, and further explores the influencing factors of local government Weibo service. Secondly, the paper puts forward the basic principles of the design of the service performance evaluation index system of local government Weibo, constructs the performance evaluation index system of the local government administration Weibo service, and designs the service performance evaluation model of the local government administration Weibo. Thirdly, according to the relevant research background of Weibo of local government, we select the local government in Hunan Province as the research sample and collect the data by questionnaire survey. This paper verifies the service performance evaluation model of local government Weibo, and analyzes the results of the appraisal of the service performance of local government Weibo. Finally, the article combines the development of Weibo service of local government affairs, according to the empirical measurement of the service performance of the local government Weibo, from improving the enthusiasm of the service object, tamping the service content of the local government Weibo. In order to guide the influencing factors of Weibo's service and enhance the service ability of local government, the paper puts forward the basic strategies of improving and optimizing the service level of local government.
