河南濮阳机构编制管理评估问题研究

【摘要】：“政府绩效”是在最近的三十多年随着西方国家行政理论创新而确立的一个新的重要概念,是指运用数理统计、运筹学等原理和特定指标体系,通过定量和定性对比分析,对政府在一定时期的效益和业绩作出客观、公正和准确的综合评判。改革开放以后,随着人力资源研究在我国逐渐盛行,在借鉴和学习国外经验基础上,结合实际,我国的机构编制管理评估开始初露端倪。作为政府管理的重要环节,建立机构编制评估机制,是顺应形势的发展的需要,更是提升机构编制管理效益的必经之路。评估—机构编制管理评估—具体机构编制事项评估,这体现了机构编制发展壮大的一个过程。建立并完善机构编制管理评估制度,此项工作在中央层面由中央编办牵头推进,各省市编办具体抓落实。本文选取河南省的一个省辖市——濮阳市,作为样本进行剖析,并结合国内外相关经验情况,进行反复研究论证,依据濮阳市开展机构编制管理评估的现状及成效,发现存在的问题,并对问题展开分析研究,对机构编制管理评估提出可行性方案及对策性建议,以期建立评估的长效机制,为地方政府绩效管理提供可借鉴的意见,促进政府管理创新,进一步实现政府职能转变。
[Abstract]:"Government performance" is a new and important concept established with the innovation of administrative theory in western countries in the last thirty years. It refers to the use of mathematical statistics, operational research and other principles and specific index systems, through quantitative and qualitative comparative analysis. To make objective, fair and accurate comprehensive judgment on the benefit and achievement of the government in a certain period. After the reform and opening up, with the gradual prevalence of human resources research in China, on the basis of reference and learning from foreign experience, combined with the actual situation, the establishment management evaluation of our country has begun to emerge. As an important link of government management, it is necessary to set up an evaluation mechanism to meet the needs of the development of the situation and to improve the efficiency of organizational establishment and management. Evaluation-organizational management assessment-an assessment of specific organizational matters, which represents a process of institutional development and growth. To establish and improve the evaluation system for the establishment and management of institutions, this work will be led by the Central editorial Office at the central level, and the provincial and municipal editorial offices will carry out the work in a concrete manner. This paper selects Puyang City, a provincial municipality in Henan Province, as a sample to analyze, and combine with the relevant experience at home and abroad to carry out repeated research and argumentation, according to the present situation and effectiveness of the organization management evaluation in Puyang City. Find out the existing problems, and carry out an analysis of the problems, put forward a feasible plan and countermeasures for the establishment of institutional management evaluation, in order to establish a long-term evaluation mechanism, to provide local government performance management can be used for reference. Promote government management innovation, and further realize the transformation of government functions.
