我国突发事件应对中的志愿者管理研究

【摘要】：近年来,自然灾害、事故灾难、社会安全事件等突发事件频频发生,如何有效的应对突发事件越发受到人们的关注。面对种类繁多的突发事件和千差万别的诱因,政府虽然在危机治理中处于主导地位,但是在应对复杂的突发事件时也很难做到面面俱到,光靠政府之力来应对突发事件已显不足,因此,需要志愿力量的参与和补充。然而,目前我国的应急服务也存在志愿失灵的问题,志愿力量没有发挥预期的作用,因此,在突发事件应对中需要政府适当的引导和管理。但由于法律法规体制等外部原因和政府与志愿者因素的影响,政府在管理志愿者时也出现了组织管理不到位、沟通交流不够、信息传递不对称,日常状态和应急状态下管理对接不足等问题。要逐步解决这些问题,需要政府、社会和志愿者各方的合作与努力。本文在论述我国突发事件应对中志愿者管理的意义和内容的基础上,揭示和描述了我国突发事件应对中志愿者管理的现状和存在的问题,然后根据问题对原因进行了分析,最后从政府、志愿者和社会三个维度对完善我国突发事件应对中的志愿者管理提出了对策建议。本文主要分为六个部分,第一个部分为导论；第二部分为基本理论和概念工具；第三部分论述了突发事件应对中志愿者管理的意义和内容；第四部分分析了突发事件应对中志愿者管理现状和存在的问题；第五部分分析了突发事件应对中志愿者管理问题存在的原因；最后一部分提出了完善突发事件应对中志愿者管理的对策建议。
[Abstract]:In recent years, natural disasters, accident disasters, social security incidents and other emergencies occur frequently, how to effectively deal with emergencies has attracted more and more attention. In the face of a wide variety of emergencies and various inducements, although the government is in the leading position in crisis management, it is also very difficult to cope with complex emergencies in all aspects. It is insufficient to rely on the government to deal with emergencies. Therefore, the participation and supplement of voluntary forces are needed. However, at present, the emergency service in our country also has the problem of voluntary failure, and the volunteer force does not play the expected role. Therefore, the government needs proper guidance and management in the emergency response. However, due to external reasons, such as laws and regulations, and the influence of government and volunteer factors, the government also appears that the organization and management of volunteers are not in place, the communication and communication are not enough, and the information transmission is not symmetrical. Daily and emergency state of the management of problems such as inadequate docking. To solve these problems gradually, the cooperation and efforts of government, society and volunteers are needed. On the basis of discussing the meaning and content of volunteer management in China's emergency response, this paper reveals and describes the present situation and existing problems of volunteer management in China's emergency response, and then analyzes the causes according to the problems. Finally, from the three dimensions of government, volunteers and society, the author puts forward countermeasures and suggestions to improve the management of volunteers in China's emergency response. This paper is divided into six parts, the first part is the introduction, the second part is the basic theory and conceptual tools, the third part discusses the significance and content of volunteer management in emergency response. The fourth part analyzes the current situation and existing problems of volunteer management in emergency response, the fifth part analyzes the reason of volunteer management problem in emergency response. The last part puts forward the countermeasures and suggestions to perfect the volunteer management in the emergency response.
