政治互动视角下政府间事权划分的研究——以食品安全监管事权改革为例

【摘要】：中央与地方事权、财力匹配首先是建立在对事权界定的基础之上的。关于事权划分的传统观点并不能很好地解释中国政府间事权划分的逻辑。在政治互动视角下,我国的政府间事权划分表现为,在单一制政府形式下,中央政府权衡"治理成本"与"治理风险"因素并在"高度关联治理结构"与"行政发包制"两种治理模式中做出选择,随之进行事权划分的动态调整。通过对改革开放以来我国食品安全监管事权在中央地方间进行的多次调整进行分析,可以发现中央地方事权划分的政治互动逻辑,并提出对政府间事权划分改革的建议。
[Abstract]:The matching of central and local powers and financial resources is based on the definition of administrative power. The traditional view on the division of administrative power can not explain the logic of the division of power among governments in China. From the perspective of political interaction, the division of governmental power in China is characterized by a single system of government. The central government weighed the factors of "governance cost" and "governance risk" and made a choice between "highly related governance structure" and "administrative contract system". Through the analysis of the adjustment of the food safety supervision power between the central and local governments since the reform and opening up, we can find out the logic of political interaction between the central and local authorities, and put forward some suggestions for the reform of the inter-governmental authority division.
