乌海市政府“一站式”服务存在的问题及对策研究

【摘要】:党的十八届三中全会以来,党中央、国务院高度重视行政审批制度改革,数次取消和下放行政许可事项,推行“一站式”服务模式,规范行政审批行为。近一年来,从推行“三证合一”商事登记到强化政府服务职能,从推行权力运行清单公示到开放商品服务价格,种种事关简政放权的重要举措,展现了国家深化改革的决心和动力,激发了各种新产业、新技术、新业态、新模式不断涌现。近年来,各地推行行政审批制度改革的普遍做法就是设立政务服务中心、建立政务大厅,这也是各地在深化“一站式审批”服务过程中的大胆有效尝试。不少城市在积极构建法治政府、推进政府职能转变、建设廉洁型政府和服务型政府的过程中,不断研究和探索政务中心的功能定位,为创新和优化行政服务管理模式积累了大量宝贵经验。现如今,政务服务中心已成为转变政府管理职能、构建服务型政府、从源头预防腐败、推动我国行政体制改革的重要组成部分,并对于政府部门正当行使和科学配置行政权利,建立一套有效、合法和廉洁的政府管理体系有着极为重要的价值和意义。然而,从目前政务服务中心的运行现状看,仍存在一定的问题:有的地区的行政许可事项并未完全纳入政务中心,多数许可审批事项的办理仍需在政府各个部门进行,政务中心的运行和管理较为形式化有些政务中心的功能仅限于“收发室”,只负责受理申请和发放证照,不负责具体事项的办理,功能上不完整。另外,还存在各地政务中心名称不统一,职能不健全,人员水平参差不齐等一系列问题,极大影响了政务服务,中心的规范化发展。基于上述情况,本文以乌海市政府为例,介绍了乌海市政府开展“一站式”服务、建设政务服务中心的现状和特点,剖析了乌海市政府在“一站式”服务和政务服务中心运行过程中的主要问题,深入分析了产生问题的原因,并对乌海市开展“一站式”服务提出了对策和建议。
[Abstract]:Since the third Plenary session of the 18th CPC Central Committee, the CPC Central Committee and the State Council have attached great importance to the reform of the administrative examination and approval system. In the past year, from carrying out the "three certificates in one" commercial registration to strengthening the functions of government services, from publicizing the list of running powers to opening the prices of goods and services, all kinds of important measures related to the streamlining of administration and devolution of power have been involved. It shows the determination and motive force of the country to deepen the reform, and stimulates the emergence of new industries, new technologies, new forms of business and new models. In recent years, the common practice of carrying out the reform of administrative examination and approval system in various localities is to set up a government service center and a government hall, which is also a bold and effective attempt in the process of deepening the "one-stop examination and approval" service. In the process of actively constructing a government ruled by law, promoting the transformation of government functions, and building a clean government and a service-oriented government, many cities have constantly studied and explored the functional orientation of the government affairs center. For the innovation and optimization of administrative service management model has accumulated a lot of valuable experience. Nowadays, the administrative service center has become an important part of transforming the government management function, constructing the service-oriented government, preventing corruption from the source, promoting the reform of our administrative system, and exercising and scientifically allocating the administrative right to the government. It is of great value and significance to establish an effective, legal and clean government management system. However, judging from the current operating situation of the administrative service center, there are still some problems: in some areas, the administrative licensing items are not fully included in the government affairs center, and most of the licensing and approval items still have to be handled in various government departments. The operation and management of the government affairs center is formalized some of the functions of the government affairs center are limited to the "mail room", only in charge of accepting the application and issuing the certificate, and not in charge of the handling of the specific items, so the function is incomplete. In addition, there are a series of problems such as the disunity of the name of the local government affairs center, the imperfect function, the uneven personnel level, and so on, which greatly affect the development of the government affairs service and the standardization of the center. Based on the above situation, this paper takes the government of Wuhai city as an example to introduce the present situation and characteristics of "one-stop" service and construction of government service center in Wuhai City. This paper analyzes the main problems of Wuhai city government in the process of "one-stop" service and the operation of government service center, analyzes the causes of the problems, and puts forward some countermeasures and suggestions for the development of "one-stop" service in Wuhai City.
