西安市妇联参与社会治理的职能定位研究

【摘要】：随着社会改革的不断深化,妇联组织在职能定位、组织运行机制等方面不能及时回应社会发展的变化,自身作用发挥受到了制约,权威地位受到冲击。在社会深刻变革时期,研究妇联组织如何适应不断变化的客观实际,重新使自己更具有生机活力具有十分重要的意义。本文以社会治理和非政府组织有关理论为理论基础,通过文献研究、经验总结和实证研究相结合的方法,研究妇联组织参与社会治理问题,厘清妇联组织定位、组织目标和组织职能,推进组织进一步发展。本文首先对有关概念和理论进行了阐述,为全文研究提供了理论基础。随后按照提出问题—分析问题—解决问题的思路,紧紧围绕职能定位问题,结合西安市实例对妇联参与社会治理情况进行研究。在第三章中在对西安市妇联组织当前工作进行论述分析后,归纳出当前妇联组织职能定位现状,并提出职能建构中妇联组织合法性的获得。第四章研究妇联组织在社会治理中的职能发挥问题和原因,总结出当前妇联组织以权力让渡为基础的“参与式协作治理”的治理模式,在治理主体体系中处于边缘地位,组织呈现弱自治性,治理低效,组织合法性陷入困境。第五章进行对策研究,提出了通过构建以平等主体关系的“合作式协同治理”妇联参与社会治理模式,重构组织合法性,在现行环境下妇联组织成长为独立治理主体的组织仍需坚持政治性、增强社会性,给出了妇联组织在这一组织性质选择下在“合作式协同治理”中的职能定位、基本原则和实现途径。本文解决了妇联组织在发展壮大中面临的实际问题,进一步丰富了对妇联组织职能转型实现途径的研究,为其他利益群体代表的人民团体、社会组织进一步完善社会治理参与机制提供参考。
[Abstract]:With the deepening of social reform, women's federations can not respond to the changes of social development in the aspects of function orientation and organization operation mechanism. In the period of profound social change, it is of great significance to study how women's federations adapt to the ever-changing objective reality and reactivate themselves. Based on the theories of social governance and non-governmental organizations, this paper studies the participation of women's federations in social governance and clarifies the orientation of women's federations through the methods of literature research, experience summary and empirical research. Organizational objectives and organizational functions to promote the further development of the organization. In this paper, the related concepts and theories are first expounded, which provides a theoretical basis for the full-text research. Then, according to the idea of putting forward problem, analyzing problem and solving problem, the paper studies the participation of women's federations in social governance by combining the case of Xi'an with the problem of function orientation. In the third chapter, after discussing and analyzing the current work of Xi'an women's federation organization, the author sums up the current status of women's federation organization's function orientation, and puts forward the obtaining of the legitimacy of women's federation's organization in the construction of its function Chapter four studies the problems and reasons of women's federations' functions in social governance, and summarizes the current governance model of "participatory cooperative governance" based on the transfer of power, which is marginalized in the system of governance subject. Organization presents weak autonomy, low efficiency of governance, and the legitimacy of the organization is in trouble. The fifth chapter carries on the countermeasure research, has proposed to construct the "cooperative governance" women's federation to participate in the social governance model, reconstructs the organization legitimacy, In the current environment, the organizations of women's federations growing up as independent governance subjects should adhere to the political nature and strengthen the sociality. The functional orientation of the women's federations in the cooperative governance is given under the choice of the nature of the women's federations. Basic principles and ways of implementation. This paper solves the practical problems faced by women's federations in their development and growth, further enriches the research on the ways to realize the functional transformation of women's federations, and serves as the people's organizations represented by other interest groups. The social organization further consummates the social governance participation mechanism to provide the reference.
