菏泽公益类青年自组织发展研究

【摘要】：随着社会经济的发展，人们的生活水平不断提升，新一代的年轻人自主意识越来越强，以青年人为主的非政府组织不断涌现，在自愿以及非盈利的基础上形成了公益类青年自组织群体。菏泽市自从2009年以来，青年自组织群体数量越来越多，目前有着较大规模的公益类青年自组织有32家，成为在政府之外的一支庞大社会力量。本论文以菏泽市的公益类青年自组织为对象进行深入的分析，全面把握菏泽现有青年自组织现状、特点、发展情况和规律，同时通过问卷调查进行数据分析，得出菏泽市公益类青年自组织的发展现状，并总结相应的发展经验。在国外，公益类青年自组织发展较好的国家一般都营造了有利于公益类青年自组织发展的环境，青年自组织准入门槛较低，法律法规体系健全，筹资渠道比较多，政府建立了相对开放的支持体系；国内如上海、杭州等公益类自组织发展较好的城市一般通过搭建政府和公益类青年自组织的沟通桥梁、开展领袖培训、制定政策法规等一系列方式方法促进公益类青年自组织健康、有序发展。在促进菏泽公益类青年自组织的发展中，首先需要做好宣传引导，激励更多青年人投身公益事业；同时要加强管理引导，切实服务公益类青年自组织健康发展；给予资金扶持，使公益类青年自组织发展动力充足；完善制度建设，，推动公益类青年自组织制度化发展；注重人员培养，提高公益类青年自组织服务水平，以及注重品牌建设。
[Abstract]:With the development of society and economy, people's living standard has been improved constantly, the new generation of young people have become more and more self-conscious, and non-governmental organizations, mainly young people, have been emerging. On the basis of voluntary and non-profit, the self-organized group of youth is formed. Since 2009, there are more and more self-organized groups of youth in Heze city. At present, there are 32 self-organizing groups of public welfare youth in Heze City, which has become a huge social force outside the government. This paper takes the self-organization of the public welfare youth in Heze city as the object to carry on the thorough analysis, comprehensively grasps the Heze existing youth self-organization present situation, the characteristic, the development situation and the rule, simultaneously carries on the data analysis through the questionnaire survey. The present situation of self-organization of public welfare youth in Heze city is obtained, and the corresponding development experience is summarized. In foreign countries, countries with better self-organization and development of public welfare youth generally create an environment conducive to the self-organization development of public welfare youth. The barriers to admission of youth self-organization are relatively low, the system of laws and regulations is sound, and there are more ways to raise funds. The government has established a relatively open support system; In domestic cities such as Shanghai and Hangzhou, which have better self-organization and development of public welfare, leaders are generally trained by building bridges between the government and the self-organized youth of the commonweal. Formulate policies and regulations and other ways and means to promote the healthy and orderly development of self-organized public-spirited youth. In order to promote the self-organization of public welfare youth in Heze, we should first of all do a good job of propaganda and guidance to encourage more young people to join in the cause of public welfare, at the same time, we should strengthen the management guidance and effectively serve the healthy development of the self-organized youth in the public welfare category. To give financial support, make public welfare youth self-organization development power sufficient; perfect the system construction, promote the public welfare youth self-organization system development; pay attention to personnel training, improve the public welfare youth self-organization service level, and pay attention to brand building.
