中国政府副市长的晋升:仕途起点的重要性

【摘要】:学界对于中国官员的政治晋升问题倾注了极大的关注,有着很丰富的研究成果。然而,以往有关中国官员政治晋升的研究主要集中于“一把手”官员,很少涉及副职官员,并且极少有文献能够将官员背后的“非正式关系”量化处理,以往涉及“非正式关系”的文献多采用定性分析方法。文章采用中国地级市副市长作为研究对象,提出使用仕途起点:工作起步的层次和提拔为副科级干部所用时长来表征“非正式关系”。文章首先基于精英官僚理论和派系竞争理论的对比分析,认为:精英官僚理论在解释中国政府副市长的晋升问题上并不适用,派系竞争理论才具有足够的解释力。文章进而基于派系竞争理论的核心——“非正式关系”,分别从官员仕途起点的两个方面:工作起步的层次和提拔为副科级干部所用时长来分析它们对中国政府副市长晋升的影响,从理论上论证了仕途起点在中国政府副市长政治晋升中的关键性作用。接着利用2008年12月底在任的全国297个地级行政区副市长的数据,以6年的时间跨度对这些官员的晋升进行研究。运用LPM和LOGIT模型从实证的角度证明了仕途起点是影响副市长政治晋升的关键性因素,即:副市长的工作起步层次越高,其晋升为正厅级干部的概率越大;提拔为副科级干部所用时间越长,其晋升为正厅级干部的概率越小。最后,进一步的研究还发现:基层出身干部未受到足够重视,其晋升机率远低于非基层出身的干部。
[Abstract]:Academic circles pay great attention to the political promotion of Chinese officials and have a lot of research results. However, previous studies on the political promotion of Chinese officials have focused mainly on "top officials", rarely involving deputy officials, and there is little literature that can quantify the "informal relationship" behind officials. In the past, qualitative analysis was used in the literature concerning informal relations. This paper adopts the vice mayor of prefecture-level city as the research object, and puts forward the use of the starting point of official career: the level of starting work and the length of time used for promotion to vice-section cadres to characterize the "informal relationship". Based on the comparative analysis between the theory of elite bureaucracy and the theory of factional competition, this paper holds that the theory of elite bureaucracy is not applicable in explaining the promotion of deputy mayors of Chinese government, and that the theory of factional competition has sufficient explanatory power. Based on the core of the theory of factional competition, "informal relations", From the two aspects of the starting point of officials' official career: the level of starting work and the time taken to promote cadres at the deputy section level to analyze their impact on the promotion of deputy mayors of the Chinese government, The paper theoretically demonstrates the key role of the starting point of official career in the political promotion of vice-mayor of Chinese government. Data from 297 prefectural deputy mayors in office at the end of December 2008 were then used to study the promotion of these officials over a six-year period. Using LPM and LOGIT models, the paper proves that the starting point of official career is the key factor to influence the political promotion of deputy mayors, that is, the higher the starting level of deputy mayors' work, the greater the probability of promotion to office level cadres; The longer it takes to be promoted to vice-section cadres, the less likely they are to be promoted to full-office level cadres. Finally, further research also found that grassroots cadres are not paid enough attention, and their promotion probability is much lower than that of non-grassroots cadres.
