政府购买公共服务质量保障问题研究

【摘要】：政府购买公共服务作为公共服务供给的主要方式日益受到关注。政府购买公共服务过程中,如何保障公共服务质量是当前实践过程中的难点,然而,学术界对政府购买公共服务质量问题的探讨仍显不足。本文系统梳理国内外政府购买公共服务进程中有关服务质量的相关政策与文献,提出政府购买公共服务质量保障这一话题。通过概括政府购买公共服务的内涵,以购买服务进程中的决策环节、主体选择环节、过程与结果环节为主线,从政府需要购买什么服务、向谁购买服务以及如何进行购买切入,分析不同环节影响政府购买公共服务质量的主要因素,并有针对性地提出关于政府购买公共服务质量保障的若干思考。
[Abstract]:Government purchase of public service as the main way of public service supply has been paid more and more attention. In the process of government purchasing public service, how to guarantee the quality of public service is a difficult point in the current practice process. However, the academic circles still lack the discussion on the issue of government purchase of public service quality. This paper systematically combs the relevant policies and documents about service quality in the process of government purchasing public service at home and abroad, and puts forward the topic of government purchase public service quality guarantee. By summing up the connotation of government purchasing public service, taking the decision-making link, the main body selection link, the process and the result link in the process of purchasing the service as the main line, from what service the government needs to buy, from whom to buy the service and how to purchase the service. This paper analyzes on the main factors that affect the quality of public service purchased by the government in different links, and puts forward some thoughts on the guarantee of the quality of public service purchased by the government.
