湛江市行业协会发展的问题及对策研究

【摘要】：在“小政府大社会”背景下,行业协会对经济社会发展的促进作用越来越突出。国家历来重视发展行业协会,近期国家明确行业协会商会等四类社会组织主体实行直接登记制度,后双重管理时代下,我国行业协会发展进入到一个新的阶段。湛江市是广东省粤西地区的一个地级市,湛江市所在广东省的行业协会改革与发展一直走在全国前列,在2006年时率先对行业协会实行了一元管理发展模式。本文研究了湛江作为粤西欠发达地区在一元管理体制模式下发展的情况。其次,本文对湛江市具有代表性行业协会进行了案例研究,理论紧密联系实际。此外行业协会目前面对的困境是多方面的,本文综合考虑了湛江市行业协会发展的各个层面,提出符合湛江市行业协会发展实际的对策建议。本文主要采用文献分析、比较分析、访谈和案例分析方法对湛江市行业协会的发展情况进行研究。为此论文首先介绍了研究背景,从理论和现实需要两方面介绍了研究的目的和意义,然后介绍了行业协会方面的国内外研究综述,在前人已有研究的基础上,介绍了本文研究的思路、方法、框架和创新之处。第二,明确行业协会的概念和分类。然后从交易成本理论、部门失灵理论和治理理论三个方面介绍了本文的理论基础。第三,从湛江市行业协会发展的规模、分布、内部管理情况、政策制度环境以及规范化建设情况五个方面研究了湛江市行业协会发展的现状。第四,研究了湛江市行业协会发展的问题及存在问题的原因。第五,对湛江市四个典型行业协会发展的个案研究。第六,国内外经验借鉴,研究了美国、德国、上海和温州市行业协会改革与发展经验。本文研究认为一元管理体制下,湛江市行业协会发展的外部环境宽松,获得一定发展,但湛江市场经济发展和政府职能转移落后,协会自身职能定位不清,社会认可度不高等原因,与广东省内其他地区相比,湛江市行业协会能力不足,整体发展水平落后。综合前文研究内容,本文最后提出发展对策:湛江市行业协会的发展首先需要创新体制机制,也是根本性措施。针对湛江市行业协会发展水平不高、发展不平衡的现状,需要加强对行业协会的规划,实施分类指导。湛江市行业协会现处于规范化建设阶段,需要进一步提高内部治理水平和推进社会组织评估工作。外部发展环境更宽松条件下,未来行业协会自身能力水平是影响其发展的关键,因此内部治理水平提高基础上,湛江市行业协会就需要加强自身各方面能力建设,逐步进入到能动发展阶段。
[Abstract]:Under the background of "small government society", the role of trade association in promoting economic and social development is more and more prominent. The state has always attached great importance to the development of trade associations. Recently, the state has made it clear that the main bodies of four kinds of social organizations, such as chambers of trade associations, have implemented the direct registration system. In the post-dual management era, the development of trade associations in China has entered a new stage. Zhanjiang City is a prefecture-level city in the west of Guangdong Province. The reform and development of the trade association in Guangdong Province has always been in the forefront of the whole country. In 2006, Zhanjiang City took the lead in implementing the monistic management development model for the trade association. This paper studies the development of Zhanjiang as an underdeveloped area in western Guangdong under the mode of monolithic management system. Secondly, this paper has carried on the case study to the representative industry association of Zhanjiang city, the theory is closely linked with the practice. In addition, the difficulties faced by trade associations are various at present. This paper synthetically considers the development of Zhanjiang trade associations, and puts forward some countermeasures and suggestions in line with the actual development of Zhanjiang trade associations. This paper mainly uses literature analysis, comparative analysis, interview and case analysis to study the development of Zhanjiang industry association. This paper first introduces the research background, introduces the purpose and significance of the research from the theoretical and practical aspects, and then introduces the domestic and foreign research review of the trade association, based on the previous research. The ideas, methods, framework and innovations of this paper are introduced. Second, clarify the concept and classification of trade associations. Then it introduces the theoretical basis of this paper from three aspects: transaction cost theory, department failure theory and governance theory. Thirdly, the development status of Zhanjiang industry association is studied from five aspects: the scale, distribution, internal management, policy and system environment and standardization construction. Fourth, studied the Zhanjiang industry association development question and the existence question reason. Fifth, the development of four typical industry associations in Zhanjiang case study. Sixth, this paper studies the reform and development experience of industry association in USA, Germany, Shanghai and Wenzhou. In this paper, the author thinks that under the monolithic management system, the external environment of the development of Zhanjiang industry association is loose, and the development of Zhanjiang industry association has achieved certain development, but the development of market economy and the transfer of government functions in Zhanjiang are lagging behind, and the function of the association itself is not clear. Compared with other areas in Guangdong Province, the capacity of Zhanjiang Industry Association is insufficient and the overall level of development is backward. Synthesizing the previous research content, this paper finally puts forward the development countermeasure: the development of Zhanjiang industry association needs innovation system mechanism first, is also the fundamental measure. In view of the fact that the level of development of trade association in Zhanjiang is not high and the development is not balanced, it is necessary to strengthen the planning of trade association and implement classification guidance. Zhanjiang Industry Association is now in the stage of standardization construction, which needs to further improve the level of internal governance and promote the evaluation of social organizations. Under the more relaxed external development environment, the ability level of the future trade association is the key to its development. Therefore, on the basis of the improvement of the internal governance level, Zhanjiang industry association needs to strengthen its own various aspects of capacity-building. Step by step into the stage of dynamic development.
