中国地方政府环境数据开放的现状、问题与对策:基于国内部分省市开放数据平台的分析

【摘要】：环境数据开放是指将政府环境治理过程中采集和存储的大量数据开放给社会,以扩大环境数据的增值利用水平,提升公民对环境相关议题的知晓程度和环保参与程度。研究对国内部分省市的开放数据平台上的环境数据资源进行了数据层和平台层两方面的评估,数据层主要包括数据整体开放情况、数据可用性、数据可访问性、数据再利用情况等指标,平台层主要包括用户体验、数据应用展示、数据可视化、互动交流等指标,从中发现当前环境数据开放的现状与问题,并为未来环境数据开放提出对策与建议。
[Abstract]:The opening of environmental data means that a large number of data collected and stored in the process of government environmental governance are opened to the society in order to expand the level of value-added utilization of environmental data and enhance citizens' awareness of environmental related issues and their participation in environmental protection. This paper studies the evaluation of environmental data resources on the open data platform of some provinces and cities in China from two aspects: data layer and platform layer. The data layer mainly includes the open situation of the whole data, the availability of data, and the accessibility of data. The platform layer mainly includes user experience, data application display, data visualization, interactive exchange and so on. And put forward countermeasures and suggestions for the future opening of environmental data.
