现代城市治理需要有效的民主治理结构

【摘要】：现代城市是现代国家能力增长的主要载体,是一个国家引领性的发展力量,具有经济资源的高度集聚与物质形态的持续更新这两个现代性特征,但是它更需要一个民主的治理制度,才能保证集聚与更新结构的持续进展。影响城市这两个现代性结构的五个关键层面是:基于透明化参与的城市社区空间规划、基于民主化建设的现代城市管理结构、基于市民群体融合的协商自治、基于开放式结构的基层党建以及基于共享进步的信息化平台,它们各自在现代城市治理中具有独特的功能和意义。中国当下对城市的管理需要发挥民主治理结构对城市发展的统合性,实现城市经济产业集聚、物质形态更新与基层社会自治的有机平衡,否则,传统的城市管理模式必然会带来城市发展的困境。
[Abstract]:The modern city is the main carrier of the modern national capacity growth and the leading development force of a country. It has two modern characteristics: the high concentration of economic resources and the continuous renewal of the material form. But it needs a democratic system of governance to ensure continued progress in agglomeration and renewal. The five key aspects of these two modern structures are: urban community spatial planning based on transparent participation, modern urban management structure based on democratization construction, consultation autonomy based on the integration of citizen groups. The grass roots party building based on open structure and the information platform based on shared progress have their own unique functions and meanings in modern urban governance. At present, the management of cities in China needs to bring into play the integration of democratic governance structure to the development of cities, to realize the organic balance between the industrial agglomeration of urban economy, the renewal of material form and the autonomy of grass-roots society, otherwise, The traditional urban management mode will inevitably bring the plight of urban development.
