山东省文化事业单位岗位设置问题研究

【摘要】:事业单位是中国特有的一种组织类型,文化事业单位是文化人才的汇集地,是供给公共文化的主体。岗位设置管理,对文化事业单位提高人员管理效率,调动各类文化人才的工作热情和主观创造性,推动文化事业产业发展都有关键的意义。以山东省内的各级文化事业单位作为研究对象,对其目前岗位设置的概况、主要不足及其成因以及对策进行了分析。通过对山东省直属、日照市属及日照市辖区属三个层级的文化事业单位岗位设置实践的研究,找出存在的问题并分析原因。运用工作分析、岗位设置等相关理论,对改进文化事业单位岗位设置提出了合理建议和可行对策,同时力图对进行科学岗位设置需要做的前提和准备工作,实施岗位设置过程中应该做的有关工作等做出了归纳。在对山东省文化事业单位设置岗位的过程和状况进行梳理的基础上,总结了山东省内文化事业单位在岗位设置方面存在的主要问题是:主系列专业技术岗位低层级设置多中高级设置少、不同类别文化单位岗位同比例设定、管理与专业技术岗未实现对等设定、辅助系列和工勤岗位缺乏高层级设置等;导致这些问题的主要原因是:对文化事业职能变革及现有人才结构认识不清、对文化事业单位类别划分分析不足、管理岗位设置严格依据单位规格(行政级别)等;进而以此为基础,同时借鉴浙江、深圳等省市的先进做法,提出了优化专业技术岗位设置结构比例、在合理划分类别基础上实行文化事业灵活设岗、结合事业单位去行政化探索对等设置管理和专业技术岗、完善设置程序和保障措施等对策。
[Abstract]:Institution is a unique organization type in China. Cultural institution is the gathering place of cultural talents and the main body of supplying public culture. Post management is of key significance for cultural institutions to improve the efficiency of personnel management, mobilize the enthusiasm and subjective creativity of all kinds of cultural talents, and promote the development of cultural industry. Taking the cultural institutions at all levels in Shandong province as the research object, this paper analyzes the general situation, the main deficiency, the causes and the countermeasures of the present post establishment. Through the research on the practice of setting up the posts of three levels of cultural institutions belonging to Shandong Province, Rizhao City and Rizhao City area, the existing problems are found out and the reasons are analyzed. By using the relevant theories, such as job analysis and post setting, this paper puts forward reasonable suggestions and feasible countermeasures to improve the post setting of cultural institutions. At the same time, it tries hard to make the precondition and preparation work for scientific post setting. The implementation of the post should be done in the process of work and so on have been summed up. On the basis of combing the process and status of setting up posts in cultural institutions in Shandong Province, The main problems of the cultural institutions in Shandong province are summarized. The main problems are: the main series of professional and technical posts are set up at lower level, the middle and high levels are less, and the positions of different cultural units are set in the same proportion. The management and the specialized technical post did not realize the peer-to-peer setting, the auxiliary series and the work station lacks the high-level setting and so on; The main causes of these problems are as follows: unclear understanding of the functional changes of cultural undertakings and the existing talent structure, insufficient analysis of the classification of cultural institutions, strict establishment of management posts according to unit specifications (administrative level) and so on; On the basis of this, and drawing lessons from the advanced practices of Zhejiang, Shenzhen and other provinces and cities, this paper puts forward to optimize the structural ratio of professional and technical posts, and to flexibly set up posts for cultural undertakings on the basis of reasonable classification. In combination with the deadministration of public institutions, this paper explores the countermeasures of setting up management and professional and technical posts on a peer-to-peer basis, and perfecting the setup procedures and safeguard measures.
