政府决策如何向智库借智

【摘要】：推进政府决策科学化、民主化必须引入新型智库的有效参与,实现权力理性化与知识价值化的良性互动。为此,要打造开放、共享的"金鱼缸"政府,提升智库的专业性与独立性,在参与渠道、参与文化、人才交流等层面构建政府决策与新型智库的微观互动机制。
[Abstract]:To promote the scientific government decision-making, democratization must introduce the effective participation of the new think-tank and realize the positive interaction between the rationalization of power and the value of knowledge. Therefore, we should build an open and shared "goldfish tank" government, enhance the professionalism and independence of the think-tank, and build a micro-interactive mechanism between government decision-making and the new type of think-tank at the level of participation channels, participation in culture, talent exchange, and so on.
