新型城镇化背景下浙江省撤县设市条件研究

【摘要】：十八届三中全会明确提出“完善设市标准,严格审批程序”,标志着自1997以来冻结的撤县设市工作或将重启。2014年颁布的国家新型城镇化规划也在此基础上明确提出,对具备行政区划调整条件的县可以有序改市,把有条件的县城和重点镇发展成为中小城市,对撤县设市起到了一定的助推作用。论文以此为背景,开展了撤县设市条件研究。现行的撤县设市工作以1993年设市标准作为唯一的判断工具,缺少系统的工作方案,但该设市标准显然已难以适应当下的形势。基于此,研究撤县设市条件综合评价的意义更大,它考量了各县在区域内设市潜力的大小。通过排序各县在全省(直辖市、自治区)撤县设市战略部署中的优先等级,保障撤县设市工作有理有据,有序推进。本文在总结各界学者的研究基础上,首先对新型城镇化背景下撤县设市的基础理论与实践研究做了阐述和梳理,认为撤县设市顺应了新型城镇化的发展要求,但旧的设市标准与实施方案皆存在问题。接着参照新型城镇化的指标要求,以完善改进”93标准”为出发点,构建了一套简便易行的撤县设市条件评价指标体系。最后以浙江省为实证案例研究,将所辖的34个县进行设市条件综合评价,并以评价结果为基础提出了浙江省撤县设市的方案设想。
[Abstract]:The third Plenary session of the 18th CPC Central Committee explicitly proposed "perfecting the criteria for establishing cities and strict examination and approval procedures," marking that the work of withdrawing counties and setting up cities since 1997 has been frozen or will resume. On this basis, the new state urbanization plan promulgated in 2014 has also been explicitly put forward. The counties with the conditions of administrative division adjustment can be changed into cities in an orderly manner, and the conditional counties and key towns can be developed into small and medium-sized cities, which has played a certain role in promoting the setting up of cities in the withdrawal counties. Based on this background, the paper carried out a study on the conditions of setting up a city in the withdrawal county. In the present work of withdrawing counties and establishing cities, the standard of setting up cities in 1993 is the only judgment tool, and it lacks a systematic work plan, but it is obviously difficult to adapt to the present situation. Therefore, it is of great significance to study the comprehensive evaluation of the conditions of setting up cities in the counties, which takes into account the potential of the counties to set up cities in the region. By ranking the priority levels of the counties in the strategic arrangement of setting up cities in the whole province (municipalities directly under the Central Government and autonomous regions), we can ensure that the work of setting up cities in the counties of the withdrawal counties is justified and advanced in an orderly manner. On the basis of summing up the research of scholars from all walks of life, this paper firstly expatiates and combs the basic theory and practice research of the new urbanization background, and thinks that the new type of urbanization meets the requirements of the development of the new type of urbanization. But the old market setting standard and the implementation plan all have the question. Then, referring to the index requirement of new urbanization, and taking the improvement of "93 standard" as the starting point, a simple and convenient evaluation index system of setting up the market condition of the withdrawal county is constructed. Finally, taking Zhejiang Province as an empirical case study, 34 counties under their jurisdiction are comprehensively evaluated on the conditions of setting up a city, and based on the evaluation results, a tentative plan of setting up a city in Zhejiang province is put forward.
