精准扶贫视阈下民族地区支出型贫困家庭社会救助路径探析

【摘要】：民族地区长期难以脱贫的主要原因在于脆弱的家庭收入难以支撑其在教育、医疗、结婚等方面的巨额刚性支出,反映出支出型贫困家庭有效社会救助制度的缺失。这些制度的缺失是导致民族地区长期陷入贫困的主要因素,宁夏是地处六盘山连片特困区的回族自治区,其支出型贫困现象极为严重。论文以此区域为例,从微观视角对民族地区支出型贫困家庭的现状及成因进行了实证分析,并进行了相应的路径探讨,旨在为民族地区社会救助制度的完善提供可能的理论借鉴与参考。
[Abstract]:The main reason why it is difficult to get rid of poverty for a long time in ethnic minority areas is that the weak family income can not support its huge rigid expenditure in education, medical treatment, marriage and so on, which reflects the lack of effective social assistance system for expending poor families. The absence of these systems is the main factor leading to the long-term poverty in the minority areas. Ningxia is a Hui Autonomous region located in Lianzhang area of Liupanshan, where the phenomenon of expenditure poverty is extremely serious. Taking this region as an example, the paper empirically analyzes the present situation and causes of the poor families in ethnic minority areas from the micro perspective, and discusses the corresponding path. The purpose is to provide possible theoretical reference and reference for the perfection of social assistance system in ethnic minority areas.
